Jeremy Corbyn’s first speech as Leader of the Labour Party

Watching yesterday’s [Sept 12] stunning victory for Jeremy Corbyn unfold, I really had to resist the urge to pinch myself, and a voice continually went through my head saying that this can’t be happening. There was so much about it that was unreal. Firstly, there was the barely-believable fact that the most consistently and passionately left-wing MP of his generation had been elected Leader of the Labour Party, with the support of a grassroots campaign that had emerged seemingly out of nowhere.

When Corbyn was first nominated, he was seen by his opponents both inside and outside the party as a joke candidate who would provide the illusion of democratic debate and renewal. As his campaign began to gather momentum, a panic-stricken Labour establishment threw everything it had at him. A succession of Blairite ‘big beasts’, including the Great Man himself, queued up to describe him as an unelectable retrograde throwback; as a terrorist fellow-traveller; a left-wing Donald Trump supported by ‘Trots’; a utopian dreamer. These attacks only made Corbyn more popular.

When it became clear that he might win, the media joined in the attacks. Every single national newspaper opposed him and attacked him. Columnist after columnist subjected him to snide, vicious and often ridiculous attacks.

Despite all this, Corbynism continued to grow exponentially, and yesterday Corbyn shattered his opponents and left them stupefied and seething, all fake smiles, pursed lips and slow hand-claps, as he thanked and praised them and outlined a new agenda that most of them could barely believe that they were hearing.

So all this was nothing short of astonishing in itself. And then there was Corbyn’s speech. It has been a long, long time since I heard a Labour Leader – or any politician – speak so powerfully, directly, without sound-bites, mealy-mouthed evasions and caveats, and with such moral force about the evil little social laboratory that the UK has become after decades of neo-liberalism.

It has been years since a Labour leader sang the Red Flag or defended trade unions the way that Corbyn did yesterday. After Ed Miliband’s ‘immigration mugs’, after years of Labour politicians whittering on about ‘responding to voters’ concerns about immigration’, it was breathtaking to contemplate the inconceivable fact that a Labour leader had attended a demonstration in solidarity with refugees on the day of his election.

Until yesterday, I wouldn’t have believed that such things were possible. This outcome is partly due to Corbyn’s own personality and politics, but that itself doesn’t explain the earthquake that took place yesterday. After all, Corbyn has been around for a long time on the margins of the Labour Party, and despite the many campaigns he has been involved in it was until the last three months that he became the centre of a social movement.

Corbyn’s enemies have tried to present him as a freakish political throwback and a return to Labour’s ‘comfort zone,’ but they may be the throwbacks, not him. Because Corbynism is proof that the left is not a historical anachronism, and that the British public is not as inert, nasty and right-wing as the political establishment would like it to be.

Once nominated, Corbyn was always likely to appeal to the traditional left of the Labour Party that doesn’t accept the creeping privatisation of the NHS and the ongoing privatisations carried out under the name of public sector reform; that is appalled that sick and dying people should be forced to work, that a million people should be living on food-banks; that immigrants and refugees should be viciously attacked and that Labour politicians have also joined in such attacks.

We always knew such people existed. But what is striking about Corbyn’s campaign is the way that it inspired a new generation that shares many of these views, and which is repelled by technocratic career politicians who speak like pre-programmed robots. All this is a long overdue and triumphant demonstration that sometimes social movements can win against all the odds. At last the English have begun to taste something of what the Scots tasted last year. Now battle lines are being drawn, new ideas and agendas are emerging, and fresh, new and invigorating possibilities are now beginning to emerge from the barren wasteland of the Westminster bubble.

I hesitate to use the word ‘hope’ to describe these possibilities, given what happened when Obama used the word. Hope is necessary and even essential for any movement that wants to transform society, but it can also be a kind of political opium that can result in over-optimistic expectations, placing too many expectations in the wrong place, or an under-estimation of the obstacles to their realisation.

Throughout the Corbyn campaign I have often found myself thinking of Alan Plater’s brilliant 1988 dramatisation of Chris Mullins’s novel A Very British Coup. For those who don’t remember it, the four-part series describes the rise and fall of the left-wing Leader of the Labour Party Harry Perkins, MP for Sheffield Central, who is elected as Prime Minister in March 1991 on a platform that includes withdrawal from NATO, the removal of US military bases from the UK, the breakup of newspaper monopolies, and a commitment to open government.

As played by the late great Ray MacAnally, Perkins is a kind of fantasy Labour leader, unassuming, intelligent, witty, quietly charismatic and unwaveringly socialist – a lot like Corbyn in fact. By the end of the series he has been brought down by a dirty tricks conspiracy involving M15, the United States, and a Murdochite press baron.

If Corbynism continues to generate the political momentum that he acquired during the leadership campaign in national politics, there is no doubt that he will be subjected to vicious and unrelenting attacks. Yesterday Michael Fallon gave a flavour of things to come when he described Corbyn as a ‘threat to national security…a threat to your family.’

All that is to be expected, and we can expect a lot more of it. But Corbyn’s most dangerous enemies are likely to be found in his own party. Because despite his appeals for unity, and despite the stunning defeat that has been inflicted upon them, I cannot imagine that the Labour right will allow this result to stand. Even if his opponents don’t leave the party, they will conspire against him, leak against him, and do everything within their power to undermine and discredit him, and emasculate and hollow out his more radical proposals, preferably in time for them to get a new leader in place for the next election.

It will require a very powerful movement to prevent this – and a wider political transformation both within and also beyond the Labour Party itself. Yesterday may have been the beginning of that transformation, and I really hope it is, because this country badly needs it, and because it has been a long, long time since such a thing even seemed possible.

American Professors Issue Statement Welcoming Mr. Modi

A large number of US academics have signed a statement welcoming Modi’s visit to the Silicon Valley.  With a strong representation from engineering disciplines the coordinators claim they are best prepared to comment on Digital India and AADHAAR.

A coalition of American academics have put together a statement extending a welcome to Prime Minister Modi in advance of his trip to Silicon Valley. The statement discusses Digital India and several other issues and is signed by over 150 U.S based academics, based at prominent U.S colleges and universities.

In the email circulating the petition, Dr Aseem Shukla and Prof Narayan Komerath have stated that the said statement has ‘a very strong representation from faculty in engineering disciplines, who, arguably, are best prepared to comment on Digital India as well as the Aadhaar program.’

Signatories include Aseem Shukla, Ramesh Rao, Subhash Kak, Anantanand Rambachan, Saswati Sarkar and Mukul Asher. According to the press release, the statement will be ‘delivered to the Prime Minister’s Office (PMO) prior to Mr. Modi’s arrival, and also to him personally when he reaches Northern California.’ The full statement is reproduced below.

Early in the month a group of academics, many belonging to the far Left, had signed a petition expressing concern about PM Modi’s visit to the Silicon valley, the government of India’s ‘Digital India’ program and violation of privacy norms amongst other things.

Members Of American Academy Welcome India’s Prime Minister Narendra Modi To Silicon Valley

We, the undersigned, as faculty representing diverse disciplines in the American academy, join fellow Americans in welcoming India’s Prime Minister Narendra Modi to California’s Silicon Valley on his inaugural visit there September 26-27, 2015.  We note that Prime Minister Modi’s visit comes at a transformational moment in a relationship between the two largest democracies in the world representing 1.5 billion people—one-fifth of humanity.

We understand that Prime Minister Modi will interact with leaders of flagship technology companies ranging from Google to Adobe, and Facebook to Tesla, and that he will address over 18,000 Americans, members of the U.S. Congress, civic leaders, and others at a community reception. We believe that these engagements will promote economic, political, social, and strategic interests of the United States and India.

We welcome, also, Prime Minister Modi’s support for the Digital India initiative that heralds a new age of participatory democracy and enhances transparency in governance in India, leveling the playing field for vast numbers of India’s citizens. We recognize the indigenous talents of Indian scientists to develop the infrastructure to effectuate Digital India and other initiatives predicated on technological advancements, even as we express our hope that Prime Minister Modi will seek partnership with American academic and business leaders with the expertise and experience to ensure that Digital India realizes its potential without imperiling India’s privacy laws and individual liberties.

We are encouraged by reports that 170 million new bank accounts have opened, accompanied by government-backed catastrophic insurance, bringing hope to the most needy in India. Tying these accounts into the Aadhar identity document program could give many citizens their first clear symbol of empowerment.   We acknowledge also that under Prime Minister Modi, India’s civilizational contributions of yoga, spirituality, religious pluralism, art, and music are enjoying renewed patronage and public acceptance globally.

As educators, we recognize that India is home to the largest youth population in the world, and success in improving basic facilities at over 400,000 government schools this past year, inspires confidence in Prime Minister Modi’s commitment to education.  We believe that partnerships in Silicon Valley and knowledge exchange with the American academy have the potential to offer solutions in educational entrepreneurship necessary to reach and inspire those 356 million young Indians and prepare them for the 21st century.  And as with the prime minister, we too are inspired by the late Indian President A.P.J. Abdul Kalam’s vision for “India 2020,” and are committed to join Indians in realizing that goal.

We welcome Prime Minister Modi to the United States and look forward to a mutually rewarding and productive dialogue between the United States and India.

Indian group counters US academics, backs PM Narendra Modi's Silicon Valley visit

NEW DELHI: A group of intellectuals and economists today came out in support of Prime Minister Narendra Modi's Digital India campaign and his upcoming Silicon Valley visit, which is being opposed by a section of US academicians, who contend that the programme will be used for "dubious" purposes like curbing civil liberties here.

Launching a counter petition against the one by the US academicians, who have written to tech giants warning of risks in dealing with the government over Digital India campaign, the group maintained that American intellectuals have crossed the thin line between hitting out at Modi and hurting India. It is high time it is told "enough is enough", it said.

They insisted Digital India programme is an "important mission" that can transform lives of people here and lessons from Modi's visit to the Valley are crucial in this regard.

"E-governance, digitalisation have produced dramatic results in curbing corruption. When citizens are yearning for it, US academicians are calling for economic boycott.

"We never heard (from them) that Pakistan, which is a mother of terrorism, be boycotted or China which is conducting human rights abuses in Tibet be economically boycotted.

"This for nth time that this group of intellectuals have crossed the 'laxman rekha' between hitting out at Modi and hurting India," Madhu Kishwar, professor and founder of Manushi - a journal about women - told reporters.

Kishwar said the group here has no problem if the American academicians criticise Modi, but measures such as appeal for economic boycott are aimed at hurting India.

"And some of us at least are convinced there are vested interests behind such moves. It is a consistent witch hunt that has gone on for over a decade and I think it is time we too stood up and say enough is enough," she said, adding the counter petition has been signed also by those who don't have association with the BJP.

According to reports, over 100 US academicians have written to major tech companies warning them against risks of dealing with Indian government, which they claimed, has demonstrated its disregard for civil liberties and human rights besides autonomy of cultural and educational institutions.

They also expressed concerns over alleged lack of safeguards about privacy of information in the campaign and its alleged potential for abuse.

Two buffaloes flanking a torc, two bulls and a tree are hieroglyph-multiplexes of Indus Script Corpora. These are deciphered as pewter, metal alloy castings, metal implements working with a variety of smelters, furnaces. The metalwork catalogues, catalogus catalogorum of Indus Script Corpora are a celebration of the inventive genius of Meluhha artisans creating new alloys and cire perdue artifacts of an evolving Bronze Age in an extensive area on the Maritime Tin Route.

This unique mold-made faience tablet or standard (H2000-4483/2342-01) was found in the eroded levels west of the tablet workshop in Trench 54. On one side is a short inscription under a rectangular box filled with 24 dots. The reverse has a narrative scene with two bulls fighting under a thorny tree.

According to Grant Duff, theबलतेदार are सुतार, लोहार, चाम्हार, मांग, कुंभार, न्हावी, परीट, गुरव, जोशी, भाट, मुलाणा; and the अलुते are सोनार, जंगम, शिंपी, कोळी, तराळ or वेसकर, माळी, डवऱ्यागोसावी, घडशी, रामोशी, तेली, तांबोळी, गोंधळी. In many villages of Northern Dakhan̤ the महार receives the बलुतें of the first, second, and third classes; and, consequently, besides the महार, there are but nine बलुतेदार. The following are the only अलुतेदार or नारू now to be found;--सोनार, मांग, शिंपी, भट गोंधळी, कोर- गू, कोतवाल, तराळ, but of the अलुतेदार & बलुते- दार there is much confused intermixture, the अलुतेदार of one district being the बलुतेदार of another, and vice versâ. What does the hieroglyph 'something round' signify? I suggest that it signifies goTa 'laterite (ferrous ore)'.

Indus Script Corpora is catalogus catalogorum of metalwork. A tablet surface find from Rajanpura 70 km. northeast of Harappa is a revelation of the alloying and metalcasting by Meluhha artisans using zinc and iron ores (hematite and bichi 'stone ore') and a large portable furnace: kanga.

See the gravity of the charge. JD Group gave Rs 8.64 cr loan free of interest to Vasan Eye Care group — in cheque. It also gave substantial amount of Rs 40 cr in cash — that is, black money — ‘all on a single day’, ‘as a single transaction’ to one Dr A M Arun, Vasan Eye Care’s original promoter. The cash paid to Arun went to an influential politician in Tamil Nadu who was a

Cabinet minister in the UPA regime for 10 years. What is JD Group? Which is Vasan Eye Care? And who is Dr A M Arun? These can wait. Now move to the heart of the story.

The charge of black money payment by the JD Group to the former Cabinet minister via the Vasan Group is no anonymous complaint. It is in the sworn statement of

 M Srinivasa Rao, Commissioner of Income Tax (Central), then at Chennai, in his petition (June 16, 2015) to the Central Administrative Tribunal (CAT), Delhi, against his transfer that he termed as malafide. The top official’s serious charge in the petition was based on the evidence uncovered in a tax search on the JD Group. Srinivasa Rao swears that his transfer was ‘to punish him for not heeding to the unlawful expectations’ of higher officials who ‘conveyed’ to him ‘repeatedly… to go soft on the tax evaders and money launderers’. [Rao’s petition para 1] But Rao refused to budge and initiated criminal prosecution against JD Group in which, he asserted, the former minister was involved. [para 5.L]

Rao’s petition also mentions [para 4.6] that the JD Group had made black money payments of Rs 100 cr to Vasan Group. He avers that notings on the loose papers seized by tax officials label the cash payments of JD Group as protection money to run its illegal chit funds business. Investigation beyond Rao’s petition to the CAT now shows that the amount paid by JD Group in cash to Vasan Group [Vasan] was not just Rs 40 cr or Rs 100 cr but more: Rs 223 cr all in cash — unaccounted money. Seized papers showing the black account payments of Rs 223 cr are lying with the Income Tax department.

Finding that Rao had made out a prima facie case, the CAT first stayed Rao’s transfer on June 19, 2015. But the Central Board of Direct Taxes [CBDT] swung into action and got the stay vacated. It defended Rao’s transfer on technical grounds contending that he was only a commissioner who is subject to transfer anytime and not a chief commissioner who is not. Shockingly, the CBDT brought in an Additional Solicitor General of India (ASG) to fight Rao who was chasing the corrupt. But the very same CBDT refuses to mandate a high law officer to fight tax evasion of Rs 900 cr by NDTV in the Income Tax Tribunal, thus clearly signalling to all concerned what the CBDT is more concerned about — namely not chasing tax evaders but punishing those who chase them. This is just the side show. Now back to the main narrative.

Who got it?

Who was the influential Tamil Nadu politician in the UPA Cabinet who received the JD Group cash payments? Rao does not beat about the bush. He straightaway names the former minister in his petition. Rao says he is Palaniappan Chidambaram (PC) — the media celebrity finance minister in the UPA regime, who had headed the Income Tax department for almost two-thirds of UPA’s 10-year term and appointed most of those who head it now. No surprise that his loyalists punished Rao for his audacity to act against their former boss. PC and his son Karti Chidambaram (KC) are crucial players from behind Vasan with benamis and dummy companies, the usual actors in corrupt structures, fronting for both. Now, come to the other actors in the theatre of the corrupt — the JD Group, Vasan and Dr A M Arun. The unknown JD Group bears the acronym of its even more unknown owner J Dinakaran. It seems to dabble in black money almost exclusively, running unregistered, illicit chits. The JD Group was raided by Income Tax officials in December 2014 — six months after the new government took over. That was how the tax fraud and bribery came to light, only to be suppressed later, almost, though some honourable officials like Rao managed to keep it alive. Rao says in his petition (para 5.V) that he was transferred because ‘any impartial inquiry into JD Group would lead to the former finance minister’ (PC), which the loyalists of PC wanted to avoid at any cost.

Of all actors in the fraud scripted by the fraudsters, Vasan seems to be the smoking gun. Rao’s testimony points to who the true owner of Vasan is. Rao asserts that Chidambarams acquired Vasan through front companies in Mauritius and Singapore (para 5.S). Vasan’s is an intriguing story by itself and needs to be told separately and elaborately. Its convoluted ownership structure was designed to hide who its true owner is. Here is a brief intro on Vasan. It was first incorporated as Vasan Health Care Private Limited in June 2007 with Dr A M Arun and his wife Meera Arun (both from Tiruchy) as first shareholders and with its registered office at Tiruchy. According to the company’s filings under the company law, on October 28, 2008, Arun and his wife Meera were issued 27 lakh shares of Rs 100 per share on a premium of Rs 100-plus for each share and three lakh shares were issued to one V Dwarakanathan on similar premium.

But within 48 hours of acquiring the shares, on Oct 30, Dwarakanathan transferred half his holdings (1.5 lakh shares equal to 5% of Vasan’s equity capital) to Advantage Strategic Consulting Private Limited, which was two-thirds owned by Ausbridge Holdings and Investments Private Ltd, which KC owned almost fully. PC was very much the finance minister then. KC’s company got the 1.5 lakh Vasan shares without premium, when Dwarakanathan, who subscribed for Vasan’s shares, himself had paid premium. Why should Dwarakanathan acquire the 1.50 lakh shares at a premium and sell it to KC’s company at Rs 100 per share and incur a loss of Rs 1.55 cr in 48 hours? It is only one of the many questions the intriguing Vasan story will pose.

Dramatic change

See how the fortunes of Vasan changed unbelievably. The first eye care unit of Vasan was set up by Arun in 2002 in Tiruchy. It saw no significant growth till 2009-10. Its turnover till 2008-09 was just Rs 13 cr. But soon after the advent of KC in Vasan, things changed dramatically. Within 90 days of KC’s shadow falling on it, Vasan got an investment of Rs 50 cr from a Mauritius-based investor. And within another 12 months it got another Rs 50 cr from the same investor. Soon, Vasan’s registered office shifted to Chennai. In the UPA years from 2009 to 2014, Vasan raised equity and preference capital of Rs 230 cr and debt of Rs 460 cr. Vasan’s turnover grew phenomenally from 2010. Its top line rose from Rs 16 cr in 2009-10 to — believe it — Rs 311 cr in 2010-11! To Rs 462 cr in 2011-12! And to Rs 604 cr in 2012-13! How did the turnover jump 20 times in just one year and some 38 times in three years itself will make the story of Vasan gripping when fully told. Vasan, which had 25 eye clinics in April 2008, boasted of a 175-plus clinic network by 2012-13 with 800-plus ophthalmologists and 8,000-plus eye care members. UPA’s second innings and Vasan’s rise seem to correlate. From nothing when the UPA won a second time in 2009, Vasan’s value topped a billion dollars in 2014 when UPA’s rule ended. India Ratings and Research (part of the globally known Fitch Group) had put a Rs 5,500 cr value on Vasan in its Outlook Report for health sector for 2014. Vasan itself was reportedly looking for investments at a value of Rs 7,000 cr in May 2014.

Political clout

The extraordinary political clout that drove Vasan’s growth is not a well-kept secret. In fact Vasan openly brandished it. It could get even Prime Minister Dr Manmohan Singh to open its 100th eye clinic at Karaikudi, falling in PC’s constituency in December 2011. The media carried the photo-news of the event with bigwigs — Dr K Rosaiah, Governor of Tamil Nadu, Prime Minister Singh, and PC, then Union Home Minister, seated on the dais at the function, making them virtually its political brand ambassadors. Imagine the Prime Minister and Home Minister dropping all national work and flying down to cut ribbons for an eye clinic in far off Karaikudi! Of course, opening of Apollo’s outreach hospital was also included in the function so that it did not appear that the bigwigs came only for Vasan.

Government departments concerned with health, the insurance sector, State government departments and top public sector companies queued up to get listed as “associates” of Vasan. The galaxy of government departments, institutions and companies proudly listed as associates in Vasan’s website (www.vasaneye.in) included the RBI, SBI, BSNL, Doordarshan, All India Radio, MMTC, Air India, Airports Authority of India, Indian Bank, IDBI, BHEL, ICF, FCI, all nationalised insurance companies — in all 34 of them.

But things seem to have turned for the worse for Vasan after the UPA lost the 2014 elections. Vasan’s balance sheet for March 2014 due to be out in September last year has not been filed yet. How could a company with huge foreign investment of Rs 192 cr and debt of Rs 460 cr, which it owes to various banks, delay filing its balance sheet for a whole year? This signals that something is seriously wrong with or in Vasan. Its meteoric rise coincided with the UPA rule from 2009 to 2014. Does UPA’s exit from power mean the other way round? The answer will have to wait till the full Vasan story is told.

Attempt to suppress

The Vasan-Chidambarams nexus explains why JD Group should pay such huge monies to Vasan. Can anyone deny the need for a full-scale anti-bribery investigation into Vasan-JD Group dealings? That would first call for a comprehensive tax probe into Vasan. But that was what was snuffed out before it could start. By transferring Rao out of harm’s way, the case was almost buried by PC loyalists in the tax department who continue even today undisturbed by the present regime. They stealthily allowed the JD Group to settle its case by agreeing for a paltry sum of tax. By transferring Rao they ensured that no honest probe would take place. Here is the insider account of how the matter was almost hushed up. Naga Prasad, Director of Income Tax (Investigation), to whom the seized records of JD Group, Chennai, were handed over by investigating officials in the presence of the Joint Director of Income Tax (Investigation), kept the records under lock and key — without acting on them.

Sanjay Srivastava, an income tax commissioner, who unearthed the huge NDTV tax fraud and because of which he was targeted by his own finance minister [PC], met Naga Prasad in April 2015, in the latter’s office at Chennai and asked him about the JD Group matter. Prasad immediately called the Joint Director Investigation in charge of JD Group cases. Srivastava asked Prasad why Vasan and Dr Arun too were not raided immediately consequent to the action on JD Group as per standard procedure when there was enough documentary proof of huge black account payment by JD Group to Vasan. Prasad remained silent. Later the Joint Director told Srivastava that he went by the senior’s instructions — meaning not to touch Vasan. Srivastava also asked Prasad why other domain agencies — RBI, SEBI, CBI, ED, State government and State police — concerned in JD Group’s illegalities were not informed. Prasad again remained silent. Later, the Joint Director informed Srivastava that he had passed on the intelligence to the concerned agencies. In this entire episode, one Guru Prasad @ Guruswamy Naidu, said to be a tax tout and close to Naga Prasad, also figured. Thanks to the attempts to bury it, the case went to deep sleep. But, with at least some in the government waking up, though late, action seems likely now. As the case has begun moving, Naga Prasad, a main player in letting the case getting sedated, is said to have been relieved on voluntary retirement, at breakneck speed, in days when it normally takes six months, even a year, and has got out of service. Relieved from office on August 1, 2015, he is believed to be trying to go abroad and even obtain foreign citizenship.

For the past 10 years Todkar has been explaining his `watering Maharashtra scheme' to engineers, bureaucrats, politicians, and agricultural experts at all levels. Chief Minister Sushilkumar Shinde and water expert Vijay Anna Borade, among others, have appreciated the scheme. Irrigation Minister Ajit Ghorpade was so impressed that he went to Nagpur this January with Todkar to check the technical feasibility of the concept with the help of remote sensing and GIS (geographical information systems). "Technically, it is an excellent idea. The financial aspects of the project are under scrutiny. The government is seriously considering it," said Ghorpade.

``I am convinced that this scheme would benefit the entire State. But top-level engineers seem hesitant to accept an idea coming from the junior level. So they initially ignored it, later they questioned the feasibility of the initiative. They hiked the project cost by eight to 10 times to prove that it was financially non-viable. The tendency here is to prefer billion-dollar projects, even if they cannot be completed, to low-cost and implementable ones,'' regrets former Chief Minister Vilasrao Deshmukh. He suggested working out a small demonstration project.

A simple water conservation scheme that Todkar designed and proposed involves a 5-km-long canal on natural contour near Latur. When one kilometre of the canal's entire length was built at a cost of Rs.1.2 million, it helped conserve 60,000 cubic metres of water last year and irrigate 100 ha of drought-prone areas (as opposed to Rs.10 million to build percolation tanks to irrigate 100 ha). Enthusiastic people were rushing to see this novel type of dam, which raised the water level of wells and tanks in the area.

Agricultural scientist Prof. B.K. Dhonde, a national award winner for contour marker, who has trained forest officers in Maharashtra, Karnataka, Andhra Pradesh and Rajasthan, says: "Natural contour is the ideal method for river linking. Cement and steel consumption would be minimal. The Krishna and Godavari basin development projects have reached a standstill for want of huge financial resources. Small and yet very attractive contour canal is a fantastic alternative. It should be used everywhere in the country to collect water from hilly terrain - especially water going to the sea on the west coast can be diverted to southern India which is facing a severe water crisis."

Ghorpade has announced that the State government would arrange a scheme to divert excess water from the Konkan to the rest of the State. The ground reality is that four years of drought in the State has made people furious. They will feel good only when they become water-secure.

A serious debate on this method of rainwater harvesting at the national level is the need of the hour.

Godavari travels 174 km to kiss Krishna, hope floats

HYDERABAD: With the formal launch of the Pattiseema lift irrigation scheme in Andhra Pradesh, India on Wednesday took a step forward in its ambitious but long-pending goal to interlink major rivers to form a national water grid. The Pattiseema project lifts flood water from the river Godavari and pumps it into the Polavaram right canal that empties into the river Krishna in Vijayawada. 

The interlinking of the Godavari and the Krishna has been on the anvil for almost five decades and with the commissioning of the Pattiseema scheme, four major rivers in Andhra Pradesh are now connected to one another: Godavari-Krishna, Krishna-Pennar and Pennar-Tungabhadra.

Thousands of farmers in Krishna, Guntur, Prakasam, Kurnool, Kadapa, Anantapur and Chittoor districts will benefit from the Godavari-Krishna linkage. About 17 lakh acres including 13 lakhs in the Krishna delta will get assured irrigation water for two agricultural crops round the year. Thousands of villages en route will get drinking water supplies. 

The Pattiseema (Polavaram) is one of the major projects envisaged under the national river linking project that aims to connect as many as 30 rivers including the Himalayan and the peninsular. Incidentally, Andhra Pradesh has become the only state with four of these rivers interconnected. The next in the pipeline under the national project is the interlinking of Ken (Madhya Pradesh) and Betwa (Uttar Pradesh) rivers. Though Ken-Betwa was touted to be the first river interlink project under the revised national scheme, AP chief minister N Chandrababu Naidu hurried through the Pattiseema scheme and completed it in record eight months.

The Pattiseema is nothing more than the Polavaram-Vijayawada canal project under the Polavaram dam. But since the Polavaram dam is yet to be taken up, Naidu redesigned the scheme to pump the Godavari water into the already completed Polavaram canal to carry it to the Krishna river 174 km away. The Polavaram dam has been a bone of contention between AP and Telangana on one hand and AP and Odisha on the other. The Centre has declared Polavaram as a national project, but kept it pending due to objections from AP's neighbours. Once completed, the Polavaram will benefit farmers in East Godavari and Visakhapatnam districts too. 

Interestingly, the national river interlink project was first conceived about two centuries ago by British engineer Sir Arthur Cotton, who designed the anicuts across the Godavari at Dhowlaiswaram and the Krishna in Vijayawada. The idea was revived by eminent engineer-politician Dr KL Rao about five decades ago. The Polavaram-Vijayawada link was proposed by Dr Rao. Later, TDP founder-president and former chief minister NT Rama Rao and former chief minister YS Rajasekhara Reddy too played a key role in the project in Andhra Pradesh.

An excellent example of hieroglyph-writing is a Mohenjo-daro seal with Indus Script. The hieroglyph-multiplex relates to metalwork cataloguing the work of a smelter-guild with a mint, smithy and brazier. The cipher is comparable to the N'r M'r palette rebus-metonymy cipher of Egyptian hieroglyphs signifying cuttle-fish, awl respectively to combine as the syllables in the name of Narmer. 

Tiger is a wild animal. To show a feeding-trough in front of the animal on a seal is a clear signifier that both are hieroglyphs and should be read as a cipher.

NEW DELHI: BJP leader Subramanian Swamy has urged Prime Minister Narendra Modi to abolish subsidies for meat exporters as a "first step" towards ban on cow meat export. 

In a letter to Narendra Modi, Swamy said the subsidies given to cow meat exporters are extended out of taxpayers' money "and millions of such taxpayers are hurt when their money is given by way of subsidy to meat exporters." 

He urged the Prime Minister to direct authorities to abolish subsidies to meat sector immediately "as a first step towards eventual banning of cow meat export". 

Swamy said while Maharashtra and a few other states have banned cow slaughter, now there is a need to withdraw the 13 types of subsidies extended to the exporters which are administered through Agricultural and Processed Food Products Export Development Authority ( APEDA). 

"These subsidies thus encourage cow meat exports from those states which have not banned cow slaughter and thus crores of rupees of the nation go to the pockets of meat exporters by way of these subsidies," he said. 

Swamy pointed out that meat exports started in 1992 and have reached 15 lakh MT in terms of quantity and over Rs 30,000 crore in terms of value. 

"In your 2014 election speeches you correctly referred to meat exports as pink revolution of the earlier government and said it should be banned," he said. 

The receipt of his letter was personally acknowledged by Modi.

Silicon Valley will be laughing at anti-Modi 'moral advisory' by academics

Even if Narendra Modi doesn't do any other good as prime minister of India, he has made one historic contribution to politics: he has exposed the hollowness, hypocrisy and sheer venality of what masquerades as secularism and human rights activism with regard to India.

Recently a moral advisory has been issued by a group of US academics to Silicon Valley professionals that they should boycott India as an investment destination because its current prime minister is allegedly a tainted man and is "almost certainly” going to misuse information technology for spying on its citizens (see full text of original letter here).

To quote the advisory in its own words, "As it stands, 'Digital India' seems to ignore key questions raised in India by critics concerned about the collection of personal information and the near certainty that such digital systems will be used to enhance surveillance and repress the constitutionally protected rights of the citizens.”

In a democracy everyone has a right to criticise, oppose and even hate politicians whose actions are out of sync with their expectations. Modi certainly deserves criticism on several counts. I myself have critiqued various acts of commission and omission of the Modi government. These academics are also welcome to critique or even display open hostility to Modi provided they don't distort facts and masquerade their hatred of the man as defence of "academic freedom” and "civil liberties.”

Several signatories to this ridiculous appeal are my friends. Some of them have hosted my lectures in the US and offered me warm hospitality. Some of them have even contributed insightful articles to Manushi, the journal I edited. Knowing them well, I can only say that they seem to have signed this absurd appeal under peer pressure, without applying critical thought that is expected of academics in premier universities. To my old friends in this group, I can only appeal that they should do a reality check before they undertake political interventions where they end up being used by vested interests with devious agendas. The rest of my rejoinder is addressed to those who have made a religion out of nursing mortal enmity towards Modi and BJP at the behest of vested interests.

It is noteworthy that there is not a single scientist, engineer, lawyer or IT professional in this list of signatories. This campaign, and several other anti-Modi ones, have almost always come from the domain of feminist studies and the departments of South Asian studies which have been systematically nurtured by the US establishment to breed anti-India propaganda under the guise of upholding human rights and social justice. It is in the domain of science and technology that Indians have excelled and emerged winners in open competition with their American colleagues. Their relationship with India is far more constructive than that of academics employed in the ghettos of South Asian studies.

The Emperor has no clothes: It is hard to believe that this learned faculty does not know that they their own "Emperor has no clothes”. Residing in the US and bankrolled by its agencies or institutions, these "neo-Anglo-Saxons" choose to forget that the US and Britain have been running the equivalent of a worldwide police state for the past several decades, where almost any phone call or communication could be tapped by their intelligence agencies.

As pointed out by Prof K Gopinath of the Indian Institute of Science in Bangalore, "the Silicon Valley honchos they appeal to have pioneered countless technologies that are routinely used for offensive and defensive intelligence operations. They petition technologists and businessmen in Silicon Valley to be wary of privacy violations (only in India?) when, for many of them, it is part of their daily bread and butter! As one of their tribe announced in 1999 (Scott McNealy, former CEO of Sun Microsystems), "You have zero privacy anyway. Get over it.”

"Note that this quote applies to US citizens; it goes without saying that non-US citizens are completely at the mercy of US/British agencies without any recourse! Microsoft, AT&T, Yahoo, Google and other companies have routinely assisted (under duress/subpeona sometimes) "US national security operations”. Many Silicon Valley companies have actively sought out customers among well-known autocratic regimes. A well-known video-calling product, Skype, though certified by a leading cryptographer as being secure, was revealed to have a backdoor that provided the Chinese authorities access to every conversation in real time with almost no effort. If they had dared meddle with American investors going to China or even Pakistan or Saudi Arabia, they would have been asked to go see a shrink and certainly ruled out of tenured jobs!

"Have these worthies already forgotten the National Security Agency (NSA) classified information leaked in 2013 by Edward Snowden, a former CIA employee and government contractor? These leaks revealed numerous global surveillance programmes, many run by the NSA and the Five Eyes with the cooperation of telecommunication companies and European governments. Any unbiased observer can see how persistently (across six decades or more) the US, Britain and Europe have been taking the rest of the world for a privacy/security ride with the active collaboration of Silicon Valley.”

Though their pious appeal is bound to be laughed at by Silicon Valley, it can't be ignored because it seems to have been inspired by vested interests who wish to keep India mired in poverty, promote strife among its people, and keep it vulnerable to terror attacks.

Witch-hunting under the guise of piety: This coterie of Modi baiters reminds Silicon Valley entrepreneurs of their moral "responsibilities and obligations” but seems to be oblivious to their own "responsibilities and obligations” as academics, where they are expected to rely on facts rather than manufacture demonology around a leader whose popularity they cannot stomach. So blinded are they by their malevolent prejudice that they can't tell the difference between hating Modi and hurting India. By calling upon the global community to go for an economic boycott of India and declare it an apartheid state simply because of their hatred of one man, they have more likely been acting as pawns - some of them knowingly and others unwittingly - in the hands of forces inimical to India. The investments that come to India are by no means going to Modi's pocket.

This is not the first time American academics have crossed the Lakshman Rekha that divides honest, well-meaning criticism from witch-hunting for ideological reasons. They, along with their collaborators in Indian academia, had launched a similar campaign in 2005 addressed to the US government demanding that Modi be denied a US visa because they, not the Indian courts, consider him guilty of "masterminding” the massacre of Muslims in Gujarat in 2002. The fact that they launched this campaign three years after the riots and only after the Sonia Gandhi-headed Congress came to power indicates whose game they were playing, and whose interests they were serving.

Since the appeal had the backing of well-entrenched hardcore evangelical groups in the US who hate the BJP for opposing conversion drives in India, the US government readily obliged and announced a ban on Modi's entry from 2005 and till he became prime minister in 2014. They wouldn't even let him address a video-conference when invited by American universities or NRIs. It is noteworthy that not a single FIR had been registered against Modi at that time (or even till date), and no police station or court had registered any case against him. And yet the US academics began a McCarthy type witch-hunt against a popularly elected chief minister for the simple reason that vested interests in the US and India had failed to defeat Modi politically. They, therefore, began using patently lawless means to dislodge him from power.

It is becoming increasingly clear that the US establishment is uncomfortable with the rise of Modi and the BJP to power. Otherwise such hate campaigns would not have repeatedly emanated from American campuses. A majority of these academics are of Indian origin but the brains behind the whole move are undoubtedly white American. Rabid evangelical organisations are backing and funding anti-BJP hysteria because they find that, unlike the Congress Party, the BJP is unwilling to open up India for large-scale conversions to Christianity.

Absurd charges against Modi: The academics' claim that Digital India is a Modi conspiracy for citizen surveillance, but are they so disconnected from reality that they are unaware that digitisation pre-dates Modi's assumption of power as PM?

Digitisation is the magic wand that can help transform the face of governance in India, by making it transparent and more accountable. It is the only way the administration can deliver efficient and speedy services and welfare measures to citizens. The e-governance mantra has been adopted by all major political parties in India due to strong pressure from citizens to move in that direction. India has already lost precious time and fallen behind the rest of the world because leftist trade unions obstructed computerisation for nearly two decades. But now nobody in India is willing to brook delays and obstruction in this regard.

Yes, some of these technologies are bound to be used for surveillance, including crime detection, surveillance of hawala networks, monitoring terror networks and beefing up border security. But no one is complaining in India because people realise that India is among the most endangered countries in the world, thanks to its misfortune of having Pakistan as a next-door neighbour, whose self-declared policy is bleeding India to death through a thousand cuts! If these academics are genuinely bothered about the misuse of digital technologies for violating citizens' right to privacy, let them first persuade the US to dismantle its global snooping systems. They rest of the world, including India, will gladly follow the example.

Incompetents in key posts: The academics also indict the Modi government for appointing incompetent people in key jobs. It is noteworthy that they cannot cite more than three cases. In each

of these three cases, the Modi government has indeed chosen very incompetent persons to head those institutions. But the list does not stop at these three. Many of us are dismayed that the Modi government has allowed too many incompetents and mischief mongers appointed by the Congress regime to either continue in key jobs or even be elevated to higher posts. These are far more glaring examples because they involve officers who were established cronies of the Congress Party and yet managed to get patronage even under the current regime. But such people don't rankle the signatories of this ludicrous appeal because they are "secular crooks."

I am sure there are plenty of such questionable appointments even in American universities. Did people stop investing in the US on that account? The merits of an appointment under any and every regime, in every country of the world, are often questioned and even challenged. This has happened during all regimes in India. But is it their case that before investing in India (and no other country) American investors must scrutinise all government appointments as per the norms set by these self-appointed guardians of academic excellence?

Most important of all, those critiquing the Modi government's appointments should remember that none of them can beat the unsuitability of Gopa Sabharwal's anointment as Vice Chancellor of Nalanda University by none other than the venerable Amartya Sen – who is well known to be the intellectual godfather of this academic gang. Gajendra Chauhan is no doubt a poor choice to head the FTII, but Sabharwal is by all accounts even less worthy of the job she was handpicked for in violation of rules, regulations and qualifying criteria. In fact, Sen himself may have been a celebrated economist, but he has earned a lot of ignominy by treating Nalanda as a personal fief, running its affairs through remote control and with little accountability. (Read some of the detailshere).

Sen's mismanagement of the affairs of Nalanda caused former President APJ Abdul Kalam, who was the prime mover behind this project, to publicly dissociate himself from it. Sen went around complaining about "political interference in academic institutions” just because the NDA government did not renew his tenure in office when his term ended in July 2015. In fact, Amartya Sen landed this prestigious job only because of nepotism, as he is a personal friend of Manmohan Singh and a leading courtier in Sonia Gandhi's durbar.

The truth of the matter is that a small coterie of leftist intellectuals and academics have been allowed total monopoly on prized institutions, and have thus come to expect such jobs as their birth right. Whenever this monopoly has been questioned or touched, they rise in outrage and make life hell for whichever regime dares bring in a different set of people. Eminent academics, artists and intellectuals whose credentials are widely respected have been hounded out of their jobs if they do not have the stamp of approval of this intellectually tyrannical coterie. Anyone who dares fall out of line with their agendas and ideological prisms has their careers marred for life.

As far as their charge of government interference in academic institutions is concerned, I wish the Indian signatories to this naïve petition had stayed on in India and launched a determined campaign to free educational institutions from statist controls which were institutionalised when regimes of their choice were in power! Have they forgotten that under CPM rule in West Bengal, leave alone a professor's job, one could not get even a peon's job without being a card-carrying member of the Communist party? But since these academics chose greener pastures for themselves, let them not waste their precious efforts fretting about the sorry fate of our educational institutions, for the rot began with the Congress party, which ruled India for over five decades. The Congress institutionalised the idea of political interference in institutions. They can rest assured that many of us in India are committed to changing the rules of the game in favour of academic freedom – a task these worthies failed to undertake when they had a chance to do so

NDA crackdown on some NGOs: The statement in their letter, that Modi's first year in office has meant "bans and restrictions on NGOs” is product of paranoia. They are crying wolf simply because same of their allies among US-funded NGOs have been issued notices to explain why year after year they have knowingly avoided filing audited accounts for the hefty funds they received from western donor agencies, thus violating income-tax laws and FCRA regulations.

A handful of NGOs have had their FCRA registrations cancelled following enquiries which yielded solid documentary evidence of gross corruption, including siphoning of funds to personal accounts, as well as spending money for purposes that were different from the ones originally stated. The most notorious case is that of a Mumbai-based NGO, whose founders Teesta Setalvad and Javed Anand, are great favourites with this clique. These celebrities have been accused of using crores of rupees from a fund collected in the names of the victims of the 2002 Gujarat riots. Teesta and her family allegedly used the money for purchasing personal luxuries, beauty treatments, wine, branded clothes, feasts and foreign travel. It is noteworthy that the investigation into Teesta's misdemeanors began only after the concerned riot victims filed a police complaint alleging fraud and misappropriation against this NGO. And yet they are being treated as victims of Modi's wrath!

Is it their case that their favoured NGOs are above the law of the land? Don't they know how people accused of fraud and non-compliance would have been treated in the US? Yes, Greenpeace has been deprived of FCRA registration. But adverse reports were filed by the Intelligence Bureau against this international NGO under the "secular” UPA regime. In any case, cancellation of FCRA registration only means it cannot receive foreign funds for its political activism. It is free to carry on its propaganda and advocacy campaigns with locally raised resources, as lakhs of NGOs in India do. The FCRA law enacted under the Congress regime mandates that political activity cannot be carried out with foreign funds. Even political parties are banned from doing so. In such a situation, if NGOs indulge in political campaigns for or against this or that party using foreign funds, it cannot by any stretch of imagination be treated as a crackdown on dissent. There is no bar on their activism, provided they abide by the country's laws like the others. No self-respecting country can allow its politics and economy to be held to ransom by a coterie of organisations propped up by foreign powers, especially those that have a history of harming India's interests.

As for the charge that Modi's regime has brought in harassment and censorship of opinions critical to his government, even a casual glance at our newspapers, magazines, TV debates, news programmes and academic writings would show that Modi is under the harshest possible public scrutiny by both media and academia. Some of the criticisms levelled against Modi are well deserved but a good part of it is malicious. Not a single journalist or academic can claim to have suffered on account of Modi bashing. There is only one person in the Modi government who the media chooses not to criticise because he has been their loved one for many long years - much before Modi came to the national scene. The rest in BJP, including Modi, are easy prey!

Then there is the charge of violation of "religious freedom” under the BJP government. This is nothing but a sinister way of painting India as a rogue nation where religious minorities, meaning Christians and Muslims, are under grave threat and being forever massacred. They have mastered the Goebbelsian technique of endlessly repeating lies with vehemence till they acquire the force of truth.

This sustained propaganda has put India on top of the hit-list of jihadi terrorists and created prejudice and fear among global investors. They are thus endangering India by making Islamic terror groups feel justified in executing bomb blasts and other murderous attacks in India. Many among this worthy list had signed similar appeals to Indian voters to prevent Modi from becoming PM, alleging that under his reign India would be engulfed by communal riots and rivers of blood would flow. They are outraged that nothing of the sort has happened. Therefore, they are reduced to gross exaggeration and outright lies by presenting half a dozen minor cases of theft or vandalism of some churches by local hoodlums as proof of the NDA's anti-minority policy. As per police records, in the same period, over 258 cases of theft and vandalism took place in Hindu temples of Delhi, without evoking any hysteria among Hindus or words of sympathy from the votaries of "religious freedom.”

Whatever be their other faults (and the BJP has many), none of the BJP-ruled states - be it Madhya Pradesh, Rajasthan or Chhattisgarh - has witnessed communal riots that became the hallmark of Congress regimes. Even Gujarat, which was the most riot-prone state during Congress rule, became totally riot-free for 12 years after Modi understood and brought under control the forces that had instigated the 2002 killings. Since Modi became PM, communal riots have taken place in states ruled by "secular parties" such as the Samajwadi Party in UP and the Congress Party in Manipur and Assam.

It is no coincidence that this pious group of global conscience-keepers has never lobbied for apartheid or economic boycott of military-dominated Pakistan, a state well known for having decimated religious minorities - Hindus, Christians and Sikhs alike - and promoted the most hostile policies against the minuscule non-Muslim minorities that have survived murders, abductions, tyranny, extortion, forced conversions and lack of full citizenship rights. The Pakistani state doesn't even spare Muslim sects like Ahmediyyas that are considered heretical by Sunni Muslims. At the time of partition, Hindus constituted over 28 percent of the population in the areas that became Pakistan. Today, Hindus constitute about 1.8 percent of Pakistan's population and 8.2 percent of Bangladesh's. By contrast, the population of Muslims in India has grown from 9.8 percent in 1951 to 14.2 percent in the 2011 census. Yet, it is India and not Pakistan that is consistently targeted by these self-appointed guardians of political morality. These worthies have never mobilised world opinion against Pakistan even though, in pursuit of its undying hostility towards India, Pakistan has made itself the fountainhead of global terrorism. Why? Because Pakistan's regimes have been bankrolled by the US and act as its puppets.

Would these academics dare petition foreign governments to ban the entry of US presidents whose devious political interventions have wrecked numerous countries and caused mass slaughters in Afghanistan, Iraq, and Syria?

For the n'th time, they have raised yet again the charge that during Modi's tenure 1,000 Muslims died in communal riots. However, for once they got their figures somewhat close to reality. Earlier they wouldn't stop at less than 3,000 Muslim deaths. But they deliberately fail to mention that the total number of killings were as follows: 262 Hindus killed, either by Muslims or in police/army firing on riotous mobs, as against 863 Muslims done to death by Hindus or in police firing. Riots have taken place in several states of India under non-BJP regimes. How is it that their heart bleeds only for the victims of the 2002 riots? How come they have never grieved for the 58 Hindu men, women and children who were burnt alive in a train coach at Godhra by a Muslim mob – an incident that triggered off the retaliatory violence? Their harping on Modi's complicity even after the Supreme Court of India found no evidence against him, after subjecting Modi's handling of the riots to intense scrutiny for three long years, shows that their motive is not so noble.

Incidentally, the officers of the Supreme Court-appointed Special Investigative Team (SIT) which grilled Modi and his administration were handpicked with due approval of the professional Modi-baiter, Teesta Setalvad. Yet Modi emerged unscathed. I would feel very privileged if these self-appointed guardians of Indian Muslims would care to challenge and rebut my detailed fact-sheet detailing day-by-day handling of the 2002 riots by Modi's government, including his public statements. I can only conclude by telling the 'Hate Modi' Brigade, that the more irrational and malicious their rants against Modi, the more they strengthen public opinion in his defence. The vigorous protest on social media against this petition have not all come from Modi admirers. Many of us who signed the rejoinder to the Silicon Valley petition (read here) are fairly critical of the current functioning of the Modi government. And yet we feel compelled to rise in his defence because the 'Hate Modi' campaign has clear 'Hurt India' overtones and motivated by the desire to reinstall a scam-ridden regime which has been junked by Indian voters for being venal and harmful for the country.

Those who wish their criticism to be taken seriously have to earn the right by being visibly non-partisan. This includes having the courage to acknowledge the positive aspects and good deeds of the person targeted for scrutiny. There are as many serious lapses being committed by Modi government as there are attempts to improve things. But the petitioners' blind prejudice is not tempered by reason or a reality check. Therefore, they are only damaging their own credentials and taking attention away from important issues.

I would also add my paisa worth. NaMo should announce National Water Grid Authority to put in place the Grid in 3 years assuring 24x7 water to every farm and every home. This one project approved by Hon'ble SC will energize the nation and act as the bulwark against any economic tailspin. This mission will enshrine NaMo in the annals of Bharatiya Civilization.

Another initiative is for NaMo to announce formation of Indian Ocean Community with one mission: restore fairshare of GDP which existed in 1 CE.

The way out of the economic tailspin

As it stands at present, the Indian economy is headed for a crisis and a crash by early 2016. The government needs a Crisis Management Team of politicians and economists who are rooted in Indian ethos and not compliant to finance institutions like the IMF and the World Bank

When is an economy in a tailspin? It is when its rudder and Global Positioning System (GPS) malfunction. For an aircraft, it means hurtling down while spiralling to a crash. Such a crash happens very fast and without much notice. For example, East Asian nations such as Japan, South Korea and Philippines were growing very fast during the 1975-95 period, the growth rates of their Gross Domestic Product (GDP) exceeding 10 per cent per year. Japan was slated to overtake the U.S. by 2005.

The World Bank and the International Monetary Fund (IMF) termed it an “East Asian Miracle” in their publications and called it a model for other nations like India. However, in 1997, a sudden financial blowout knocked out these countries and all the talk of miracle evaporated. Japan is yet to recover from that blowout.

As it stands at present, the Indian economy is headed for a crisis and a crash. The likely date is by early 2016 in my estimation. Can a course correction today rectify and rescue the economy from a crash? Yes, of course, but only if there are short-term and long-term prescriptions to be followed. Does the Narendra Modi government have such contingency prescriptions ready? Not as of now.

Prescriptions for the crisis

What then are my prescriptions? First, the government must constitute a Crisis Management Team (CMT) of politicians and economists who understand the dynamics of Indian society and, more importantly, the general equilibrium calculus of an economy. At present, there is no such team in place. The economists in the government today are mostly ‘hand-me-downs’ from the United Progressive Alliance (UPA) government, and are all of the IMF/World Bank vintage.

These are institutions which had miserably failed to either foresee or rectify the financial crises in Latin America in the 1970s; in East Asia in late 1990s; and even in the U.S. —where these two institutions are headquartered — in 2008. IMF/World Bank studies are of value only as tabular, statistical compilations and no more. Hence, the CMT has to consist of those who are rooted in the ethos of India and not compliant to international financial institutions.

Second, to know what crisis-managing reforms to initiate, we must first know which problem to focus on and prioritise for action. In my considered opinion, the following questions deserve immediate answers and consequent policy rectification:

a) Despite crude oil prices having crashed and the dollar value of the rupee having dropped in a steep devaluation, why have both exports and imports, especially the former in 23 of the 30 commodity groups, declined steadily over the last 14 months?

b) Why have household savings, which were the bulk of national domestic investments, dropped from a high of 34 per cent of GDP in 2005 to 28 per cent of GDP in 2015?

c) Why have the Non-Performing Assets (NPAs) of the public sector banks risen so sharply, in fact at a rate much higher than the rate of the new advances made by these banks?

d) When the economy needs about a $1 trillion investment in infrastructure to render ‘Make in India’ a reality, why is the actual investment in just 75 projects in Financial Year 2015-16 valued at Rs.42,749 crore, less than the amount invested in 2005-06, which was Rs.44,511 crore?

e) Why has the manufacturing sector, which provides the bulk of employment to the skilled and semi-skilled labour force, grown at an abysmally low rates of between 2 per cent and 5 per cent?

f) Why, when India’s agricultural products are among the cheapest in the world despite a low yield per hectare, are we not able to double the production and export the products abroad?

To address these priority problems, it is essential to implement a menu of measures to uplift the household sentiments by abolishing the personal income tax; by lowering the cost of capital, by reducing the prime lending interest rates of banks to below 10 per cent; by shifting to a fixed exchange rate of Rs.50 per dollar for the financial year 2016; and lowering the exchange rate further for subsequent years; by abolishing Participatory Notes while invoking the U.N. Resolution of 2005 to bring back black money of about $1 trillion; and by printing rupee notes to fully finance basic infrastructure projects.

Incidentally, the Reserve Bank of India (RBI) Governor, Raghuram Rajan, has single-handedly brought a huge slowdown to the Indian manufacturing sector and exports. As a doctor, he has believed that the best way to bring down the temperature of a patient (i.e., inflation) is to kill him (investment starvation).

By raising and keeping interest rates high and hence making the cost of capital prohibitive, he has killed the essential manufacturing investments in Small and Medium Enterprises (SMEs) and in export ventures. The Prime Minister is best advised to replace him with someone like Dr. R Vaidyanathan who is presently Professor of Finance in the Indian Institute of Management-Bangalore (IIM-B).

The CMT should also initiate steps for transforming agriculture into a globalised sector by providing adequate infrastructure to export food and milk to Europe and the U.S.

In the long run, we need to tap the advantages we have in our demographic dividend. Through innovation, we must tap our vast Thorium deposits for clean electricity generation and thus end power shortage; set up desalination plants along our long coastline to provide adequate water for coastal States; overcome technological issues and build a water grid by linking major rivers, from Ganga to Cauvery, through canals; and develop new alternative technologies such as hydrogen fuel cells to provide an environmentally friendly substitute to petroleum products.

Alternative ideological thrust

As I have written before, including in The Hindu, the government also needs to give an alternative ideological thrust to economic policy rather than trying to improve up the past failed UPA economic policies. In particular:

a) The individual has to be persuaded by the state through incentives and not through coercion.

b) India can make rapid economic progress to become a developed country only through a globally competitive economy which requires assured access to the markets and technological innovations of the United States and some of its allies such as Israel and Japan. This has concomitant political obligations which must be accepted as essential.

c) Such rapid progress would require a national security strategy for a peaceful environment.

d) The Indian state has to be minimalist in regulatory interventions in social and economic matters; maximalist in providing the quality of life needs; and optimal in the maintenance of law and order.

e) The key goal of the state has to be to empower the individual through a modern education system that gives importance to both material and spiritual progress.

f) An ethos developed on the concepts of trusteeship of wealth, philanthropy and voluntary group action encouraged by religious sanction for the better distribution of income and for minimising economic contradictions and deprivation.

g) At present, generally, the Indian has loyalty to the family but is apathetic to the community where he lives. There are character flaws that have come from two centuries of deprivation and are incompatible with a people forming a great nation. These flaws can be rectified by developing a strong and coherent concept of national identity whose defining characteristics can be culled from a correct perception of Indian history.

India has always come out of crises renewed and on a higher growth path. The food crisis of 1965-67 led to Green Revolution self sufficiency in food, and the foreign exchange crisis of 1990-91 led to economic reforms, enabling the country to move away from Soviet-style statism to market system and high growth rates.

Thus, the present imminent economic crash should galvanise the way we do business and make us rise to new heights through innovation and achieve high growth rates with financial stability.

New Delhi, Sept. 17: You may take off from the Indira Gandhi International Airport in New Delhi and return to the Mahatma Gandhi International Airport in New Delhi, if a legacy battle now being fought on the ground vaults into the skies. Unlike in the cases of the erstwhile Aurangzeb Road in the capital and the postage stamps bearing the names of Indira Gandhi and Rajiv Gandhi, no decision has been taken yet to rename the Delhi airport. But the Union civil aviation ministry is examining proposals to rename several airports across the country, including the Indira Gandhi International airport in the capital. A BJP general secretary, Anil Jain, has moved a recommendation that says the Delhi airport, the country's busiest, should be renamed after the Father of the Nation, Mahatma Gandhi. Sources in the ministry said suggestions to rename several other airports, including those in Chandigarh, Kochi, Dehradun and Udaipur, had been submitted by MPs, RSS leaders and some state governments. "I have requested this as I feel Mahatma Gandhi is the biggest icon of the country and, therefore, the capital's airport should be named after him," Jain told this newspaper. "This does not mean that Indira Gandhi is not important but I think people will like it more if the name of the Mahatma is given to the airport." The New Delhi Municipal Council had last month changed the name of a street from Aurangzeb Road to APJ Abdul Kalam Road on the suggestion of a BJP MP, Mahesh Giri, triggering a debate on the politics of name change. Earlier this month, the postal department had discontinued stamps featuring former Prime Ministers Indira Gandhi and Rajiv Gandhi. Since 1962, Delhi's main airport was merely called "Palam airport". In 1986, two years after Indira was assassinated, the airport was renamed after her. Officials in the aviation ministry said renaming or assigning names to existing airports was "very much" on the government's radar. "Suggestions have been invited for suitable names based on prominent figures and the response has been overwhelming," an official said. However, another official said: "Doing this (renaming the Delhi airport) suddenly could create a controversy. So, the government is treading cautiously and wants a discussion first." Echoing the cautious approach, junior civil aviation minister Mahesh Sharma said there was no "formal" move for choosing new names for airports. The legacy brawl in India is reminiscent of a renaming drive that unfolded in Bangladesh where the Battling Begums have left no stone unturned to outscore each other. The largest airport in Bangladesh was born as Dacca International Airport, whose main runway was opened by then President Ziaur Rahman. He was assassinated in 1981 and the airport, completed in 1983, was renamed as Zia International Airport. In 2010, the Awami League government headed by Sheikh Hasina changed the airport's name to Hazrat Shahjalal International Airport. Hasina, locked in a bitter battle with Khaleda Zia (the widow of Ziaur Rahman), took care to choose the name of Shah Jalal, one of Bangladesh's most respected Sufi saints, and avoided naming it after her family members, several of whom had been assassinated, too. In India, the BJP general secretary has presented the Narendra Modi government with such a choice by suggesting Mahatma Gandhi's name. The NDA government has been saying that the contributions of many, not just one family (read the Nehru-Gandhis), should be commemorated. The Congress today came out with a long list of persons in whose honour stamps had been issued when the party was in power. The party's objective was to contest the charge of "one-family monopoly". The Congress communications chief Randeep Surjewala issued a statement saying that governments in the past issued stamps in memory of those who were ideologically opposed to the party. He cited the examples of Veer Savarkar, a Sangh parivar icon, in 1970, Jayaprakash Narayan, who played a decisive role in unseating Indira, in 1979 and Raj Narain, who defeated Indira after the Emergency, in 2005. Telecom minister Ravi Shankar Prasad had yesterday said the new definitive series would be "inclusive" and stamps would be issued to honour Syamaprasad Mookerjee, Deen Dayal Upadhyay, Subhas Chandra Bose, Sardar Patel, Shivaji, Maulana Abul Kalam Azad, Bhagat Singh, Jayaprakash Narayan, Ram Manohar Lohia, Vivekananda and Maharana Pratap. But the list released by the Congress today suggested stamps had already been issued on Mookerjee in 1978 (by the Morarji Desai government), Upadhyay in 1978, Azad in 1966, Bose in 1964, Patel in 1965, Ambedkar in 1967, Lohia in 1977 and Rana Pratap in 1967. The Congress said that while it was completely opposed to the ideology of the RSS, its governments did not discontinue the stamp issued by the Vajpayee government in memory of K.B. Hedgewar, who founded the Sangh. The Congress also released a list of illustrious persons, ranging from Mother Teresa to Satyajit Ray, to suggest that its government had looked beyond "one family" while issuing stamps. One name on this list is Vladimir Lenin. The choice may appear curious now but not in 1970 when the stamp was issued to commemorate Lenin's birth centenary. Fresh from her battle with the old guard and the nationalisation of 1969, Indira was then consolidating her position with the political support of the Left. Many stamps have such backstories that fade over time. But the Congress usually finds itself tongue-tied when it comes to questions on honouring its own Prime Ministers who did not carry the "Nehru-Gandhi" surname. If the Congress governments' gestures in memory of Lal Bahadur Shastri can at best be termed as token, P.V. Narasimha Rao has been completely ignored. So much so that the Modi government took the initiative to erect a memorial to Rao, the Prime Minister under whose leadership Manmohan Singh launched the economic reforms that changed India, in New Delhi earlier this year. Asked about Shastri and Rao tonight, three Congress spokespersons said they did not want to comment while Surjewala could not be contacted. For the record, a stamp was issued soon after Shastri died in 1966 but the researchers who drew up today's Congress list did not highlight this for some reason. An airport is also named after Shastri but the Congress is unlikely to be too eager to be reminded of that place - Varanasi, which is now represented in the Lok Sabha by Modi. "It has become part of the political culture to appropriate history for the party - and the BJP government is doing just that," said Santosh Desai, a commentator. "In a way, the renaming of streets or landmarks now would be the BJP government's backlash against the Congress which named almost everything after the Nehru-Gandhis." Calcutta is no stranger to renaming sprees with the government of the day hoping there will be a rub-off effect. But more often than not, the names remain on paper (Mother Teresa Sarani for Park Street) or leave citizens thoroughly confused (Metro station names). "This is a futile exercise. It does not make any difference in the life of a commoner whether an airport will be called X or Y," said sociologist Dipankar Gupta. "But it's strange how political parties manage to do politics around even such things."

As Netaji Files Near Release, A Call To Revisit Report on His Death

The West Bengal government is releasing 64 files on Netaji, which were classified, on Friday.

KOLKATA:  As the countdown begins to the release of 64 files on Netaji Subhash Chandra Bose by the West Bengal government on Friday, there is also a growing demand to revisit a report on his death, rejected by the Congress-led government in a 2006.

Set up by the Atal Behari Vajpayee government in 1999, the report by the Justice Mukherjee Commission had concluded that the Indian freedom movement leader did not die in an air crash at Taihoku on 18 August 1945 and the ashes kept at Renkoji Temple in Japan are not Netaji's.

"I feel it is most unfair. The government of India appoints a commission of inquiry, they spend a lot of public money, and then they reject the report without any reason. I think it needs to be reviewed and revisited," said Chandra Bose, grandnephew of Netaji Subhash Chandra Bose.

The government had earlier accepted the findings of the Shahnawaz Khan Committee set up in 1956 and the GD Khosla Commission report submitted in 1974. Both concluded that Netaji had, indeed, died in the air crash of 1945.

Purabi Roy is a researcher and author of a book called The Search for Netaji: New Findings. Her book contends the possibility that Netaji fled to Russia after the purported crash. She points out that while the earlier panels relied largely on the testimony of those who were associated with Netaji and the purported air crash, the Justice Mukherjee Commission had to look for circumstantial evidence.

"Both the reports by the Shahnawaz committee and the GD Khosla Commission were rejected by the public but accepted by the government. And when the public accepted the Justice Mukherjee Commission, the government rejected it. I'm very sorry to say that they couldn't go through it and never gave a chance to discuss the proper estimation of the finding," she said.

"I am aware there are legal issues about revisiting Justice Mukherjee's report but an attempt should be made," added Ms Roy.

Ms Roy was a deponent at the Mukherjee Commission and had a look at some of the 64 Bengal files on Netaji that will be put on public display at the Kolkata Police Museum on Friday.

The files, being kept at the Calcutta Police Museum, will be open to the public on a first come, first served basis from Monday.

Ending years of wait on classified information on Netaji Subhas Chandra Bose and his family members, the West Bengal government on Friday declassified 64 such files which were in the possession of the Kolkata police and West Bengal police.

The files are being kept at the Calcutta Police Museum, which is housed in the Office of Deputy Commissioner of Kolkata Police, North Division on 113 APC Road.

"Making the files public was quite a big task. There are 64 files which contained 12,744 pages and it had to be digitised before being made public," Surajit Kar Purakayastha, Commissioner of Kolkata Police said.

Files in their original form will be kept in a glass cabinet in Kolkata Police Museum, he said.

The digitised files in the form of a compact disc were handed over to members of the family of Netaji Subhas Chandra Bose which included grand nephew Chandra Kumar Bose and former MP Krishna Bose.

On Friday, the museum was opened only for members of Netaji's family and the media. The files will be open to the public on a first come, first served basis from Monday.

The announcement to declassify the files was made by Chief Minister Mamata Banerjee on September 11.

As the files are thrown open to the public, many more secrets are expected to emerge on Netaji, whose death has been an enduring mystery for decades.

KOLKATA: Ending a 70-year-long wait, the Mamata Banerjee-led West Bengal government on Fridaymade public 64 files on freedom fighter Netaji Subhas Chandra Bose to help unravel the mystery behind his disappearance.

The digitised version of the declassified 64 files were made available in a set of seven DVDs.

The original files have been housed at the Calcutta Police Museum.

The files comprise 12,744 pages and are available to researchers and scholars.

They were handed over to descendants of Netaji and mediapersons by Kolkata Police Commissioner S.K. Purkayastha after a small ceremony at the museum.

West Bengal Chief Minister Mamata Banerjee on September 11 announced her government's decision to declassify 64 files on Bose, saying the mystery surrounding his disappearance needs to be put to rest.

"Still the mystery surrounding Netaji's disappearance continues to be unsolved. So whatever files we have, we will declassify them which may help in unravelling the mystery.

"...all the 64 files that we have will be open for public. They will be kept at the city police archive," said Banerjee.

But a large number of Netaji's admirers, researchers and family members don't buy the theory.

What is the Netaji mystery about?

The questions have been haunting, agitating and engaging Indians, in particular Bengalis, for 70 years, but the mystery endures, said an India Today report.

A section of Netaji's descendants, including his daughter Anita Pfaff, as also some Indian National Army (INA) veterans, hold that the revolutionary leader perished in the accident and his ashes have been interred at Tokyo's Renkoji temple, said India Today.

During her visit to Kolkata in 2013, Pfaff said she was convinced that he died when the Mitsubishi Ki-21 Japanese heavy bomber Netaji boarded at Saigon with his close aide Col. Habibur Rahman on August 17, 1945, purportedly to shift base to the erstwhile Soviet Union and continue his fight for India's independence, crashed in Japanese-occupied Formosa, said India Today

"It would be the perfect homecoming for him if the ashes are brought to India. His ashes should be immersed in the river Ganges," Pfaff had said.

Netaji's grand nephew and Harvard University professor Sugata Bose is another big votary of the crash theory and has detailed his viewpoint in his book 'His Majesty's Opponent'. Bose bases his arguments on "overwhelming evidence", citing the testimony of six of the seven survivors of the crash as also that of doctors and paramedics who treated Netaji at the Taipei Military Hospital.

The Indian government's three attempts to unravel the mystery by constituting probe panels - Shah Nawaz Khan Committee (1956), GD Khosla Committee (1970) and the Justice MK Mukehrjee Commission which submitted its report in 2006 - have only fuelled the debate. While the first two panels concluded Bose perished in the Taipei crash, the Mukherjee Commission debunked the theory, reported India Today.

Will move court, if Centre doesn't declassify Netaji's files, says Swamy

Bharatiya Janata Party leader Subramanian Swamy on Friday said that he would move court against the Central Government, if it doesn't declassify the files related to Netaji Subhash Bose by the end of this year.

"I have already told the government to declassify the files or else I will move court by the year end. They don't have an authority to keep the files of Subhash Bose in secret," Swamy told ANI here.

"The courage that Mamata Banerjee has shown is commendable and the Central Government should also declassify files related to Bose. This should have been done earlier," he added.

Swamy also said the reason given by the bureaucrats, that the declassification of these files would hamper the foreign relations, is totally baseless.

"There is no Soviet Union now and in England the Labour Party is no more in power so it won't hamper the foreign relations but it would defame Nehru and the Congress party," he added.

Acknowledging that there was a long-standing demand for the declassification of the files on Bose, West Bengal Chief Minister Mamata Banerjee had announced that her government would be declassifying 64 files related to Netaji Subhash Chandra Bose on September 18.

Mamata should have consulted Centre, MEA before deciding to declassify Netaji's files: RK Singh

Bharatiya Janata Party (BJP) leader and former home secretary RK Singh on Thursday said that it would have been better if West Bengal Chief Minister Mamata Banerjee would have consulted the Centre or Ministry of External Affairs (MEA) before taking decision to declassify freedom fighter Subhash Chandra Bose's files.

"It would have been better if Mamata Banerjee would have consulted with the Central Government and Ministry of External Affairs," RK Singh told ANI.

Another BJP leader Siddharth Nath Singh, however, welcomed the decision and said that Netaji's life must be demystified.

Meanwhile, Abhijit Roy, relative of Subhash Chandra Bose said that this step by the West Bengal Government would provide vigour and vitality to their struggle.

"We are happy that the West Bengal Government and Chief Minister Mamata Banerjee have taken a decision release the 64 classified files... We have been demanding this particular declassification issue from 2012," said Abhijit Roy.

Congress dubs controversy on Netaji files as 'needless'

The Congress Party on Friday welcomed the declassification of Netaji Subhash Chandra Bose files, but said that the controversies surrounding the issue are entirely 'needless'.

"All the controversies regarding Netaji's files are needless and they have been created in a political environment. The files are there with the government and they can declassify them whenever they want," Congress leader Sandeep Dikshit told ANI.

"This is a welcome step. The declassification may throw light on the new facts that maybe unknown to us," he added.

Responding to a question on whether the Central Government should also declassify the files of Netaji files, Dikshit told that it should be left to the government to decide. They know the reason behind not declassifying the files better.

"The governments of different parties in the Centre have said in the past that declassifying these files won't be in the interest of the country and its foreign relations," he added.

The West Bengal government went ahead on Friday to declassify around 64 files on freedom fighter Netaji Subhash Chandra Bose. 8 DVDs of over 12,000 pages were released at a function that was attended by Bose’s family members in Kolkata.

Many are hoping that the secret files will reveal as to how Netaji died, which has been a mystery for decades.

The files will be transferred to the Kolkata Police Archives, said Chief Minister Mamata Banerjee, adding they will be put on display at the Kolkata Police Museum.

“We want to maintain transparency and accountability. We don’t feel that there is anything related to internal security in the files. Everybody wants to know what happened to Netaji. He was a national icon. We know about his date of birth. We have no idea about his death. People deserve to know about his last day,” she added.

Asked if the state will request the Centre to declassify the files it has in its possession, Mamata had said: “It is for the Centre to decide, but we want the truth about Netaji to come out”.

Many of these files have as many as 300 pages, with handwritten notes on the margins. Among these files are personal correspondences between Netaji and his elder brother Sarat Chandra Bose, the British intelligence’s analysis of Netaji’s speeches at various public meetings and invitations given to him to attend various functions.

The one file that could have contained definitive evidence on Netaji after 1945 has been destroyed.

KOLKATA/LUCKNOW: The secret files on Netaji Subhas Chandra Bose that will be declassified in Kolkata on Friday may contain enough circumstantial evidence that he was alive till at least 1964, say sources.

An American intelligence report prepared in the early 1960s suggests that Netaji could have returned to India sometime in February 1964 — 19 years after it was claimed that he died in an air crash in Taihoku, Taiwan. Though Russia is not mentioned, Netaji researchers believe American intelligence units had learned about his imminent return from Russia via China. He would have been 67 years old at the time.

"The report was prepared by the Office of Strategic Services (OSS), the US intelligence agency formed during World War II that later metamorphosed into Central Intelligence Agency or CIA. Remember, it was in 1949 that Netaji's elder brother Sarat Bose wrote an article: 'Netaji in Red China'. While Congress had every reason to distort facts, so do Communists whose role as secret service agents in India during the Freedom movement is clear in the contents," said Chowdhury, adding that there is also a file on role of chief ministers in the Netaji mystery.

KOLKATA/LUCKNOW: The secret files on Netaji Subhas Chandra Bose that will be declassified in Kolkata on Friday may contain enough circumstantial evidence that he was alive till at least 1964, say sources.

An American intelligence report prepared in the early 1960s suggests that Netaji could have returned to India sometime in February 1964 — 19 years after it was claimed that he died in an air crash in Taihoku, Taiwan. Though Russia is not mentioned, Netaji researchers believe American intelligence units had learned about his imminent return from Russia via China. He would have been 67 years old at the time.


"The report was prepared by the Office of Strategic Services (OSS), the US intelligence agency formed during World War II that later metamorphosed into Central Intelligence Agency or CIA. Remember, it was in 1949 that Netaji's elder brother Sarat Bose wrote an article: 'Netaji in Red China'. Declassified Netaji files from Bengal could be earthshaking

LUCKNOW: The epic game of smoke and mirrors that is the Netaji disappearance mystery was scoreless until very recently. Of the three state governments playing, it is UP's that entered the game last, in late 1985, when news broke in Faizabad of the death of one 'Gumnami Baba', who it was claimed was none other than Subhas Chandra Bose living the secret, mystic, 'non-state actor' life.

Twenty-five trunks full of Baba's highly interesting possessions were soon taken into custody by the state government and have been lying sealed at the Faizabad district treasury for 30 years.

However, all that will change soon for though UP entered the game last, it made its move first.


On July 9, chief minister Akhilesh Yadav ordered compliance with a 2013 high court judgment recommending the establishment of a museum for the display of the contents of the trunks, which the court believes "carry weight" and has deemed "historically valuable."

In further affirmation of his commitment to this welcome move, on August 17, the CM also allocated Rs 1.5 crore for this museum in the state's supplementary budget.

Though UP has thus scored a well-deserved point, it could well have done so more spectacularly and to greater political credit had the government chosen today—the day Gumnami Baba left for his heavenly abode—to formally free his earthly belongings from lock and seal and give the nation a sneak preview of some choice items.

On January 23, Netaji's birthday, Baba's glasses, his Rolex and Omega, his binoculars, his LP's, his cigars, thousands of books, hundreds of letters, maps, telegrams, notes, documents, photographs (even one claimed to be of him, circa 1978)—all shall be out for all to see and decide for themselves who this 'nameless' yet self-confessed 'Dashnaami' (ten-named) Sanyasi was, or not.


The next to move and score—and score big—was West Bengal last week. Chief minister Mamata Banerjee, on September 11, ordered to declassify and display, in one week, all hitherto secret Netaji files that her government holds. The order shook things up. In two days, the actual release of said files is expected to do more of the same.

Anuj Dhar, by far the first among equals in the legion of Bose researcher-activists, believes that their contents are "in-between" earthshaking and merely interesting. He speculates that the snooping of the Bose family and the Shaulmari Sadhu episode (which Gumnami Baba claimed was 'a parallel bluff' of his own design) will feature prominently in the revelations to come from these files.

The mother lode of secret Netaji-related information (75,000 pages as per reports, twice the size of the complete works of Shakespeare) is with the Central government and its continued resistance to make a move in the game continues to confuse.

Great hope had been inspired among all concerned when on May 9, Prime Minister Narendra Modi met the Bose family in Kolkata and assured them that the declassification of the Netaji files is no mere 'people's demand' but 'a national duty'. This hope was belied repeatedly thereafter by ministerial proclamations to the contrary in Parliament and multiple rejected RTIs and CIC orders. Many still remained optimistic that the PM will give a specific assurance on the matter from the Red fort on August 15, but that was not to be either.

The unkindest cuts came on August 18, with both home minister Rajnath Singh and BJP president Amit Shah commemorating the day as Netaji's death anniversary on their respective Facebook pages. Thankfully, both gentlemen were kind enough to see the error of their posts and removed them when vociferous Bose admirers online not-so-gently reminded the former of his pre-poll vow of declassification and the latter of the findings of the NDA-appointed Mukherjee Commission.

On September 13, the Bose family received yet another phone call from the PMO, followed by yet another invitation to meet the PM and talk about the matter. There's already been a good bit of talk on the matter and everybody knows talking a good bit is easier than doing a bit of good. Everybody also knows that games require moves, and the scores as they stand as of now are UP-1, WB-1.

Your move, Mr Prime Minister.

‘Records of Netaji Subhas Chandra Bose's death may have been lost’

NEW DELHI: The Prime Minister's Office has told the Central Information Commission that it cannot declassify files related to Subhash Chandra Bose as it will adversely affect relations with foreign countries. The CIC has reserved its order in the matter.

During the hearing before the CIC on Wednesday, the PMO admitted that it has files related to Bose but did not give any specifics and submitted that they could not be declassified keeping in mind relations with foreign countries.

It cited Section 8(1)(a) of the RTI Act which allows the government to withhold information, disclosure of which would prejudicially affect the sovereignty and integrity of India, the security, strategic, scientific or economic interests of the state, relations with foreign states or lead to incitement of an offence.

RTI activist Subhash Agrawal, who had sought declassification of documents pertaining to Bose, made a strong plea before the commission citing Section 8(2) of the RTI Act which allows exempted records to be disclosed if public interest outweighs the harm to protected interests. Agrawal said foreign relations could not be affected as Bose allegedly went missing 70 years ago.

Chief information commissioner Vijai Sharma has reserved his order in the matter.

Seven decades after Netaji disappeared and was suspected to have died in a plane crash, it is quite ridiculous for the government to continue to maintain that the facts in its possession cannot be revealed to the public because they could jeopardize friendly relations with foreign countries. Even if the revelations show that the erstwhile government of some foreign country had a dubious role to play in Netaji's disappearance or perhaps even his death, the current government of that country is hardly likely to feel outraged about such revelations. Indeed, even if such a reaction were likely, that would not be a good enough reason for concealing the facts from the Indian public.

PESHAWAR: At least 30 people, including 13 terrorists, were killed as the Pakistan Air Force (PAF) camp at Inqalab road in Peshawar's Badaber came under attack by Tehreek-i-Taliban Pakistan (TTP) militants early Friday.

Thirteen terrorists were killed by security forces, Director-General (DG) Inter-Services Public Relations (ISPR) Major-General Asim Bajwa said on Twitter.

Sixteen people offering prayers at a mosque inside the airforce camp were killed by a group of militants, Bajwa said.

12:13 PM - 18 Sep 2015The DG ISPR said 10 soldiers were injured during an exchange of fire with terrorists — two of whom are officers.

Rescue sources, however, said 22 people have been injured, out of whom 20 have been shifted to CMH Peshawar and two have been taken to Lady Reading Hospital (LRH). An emergency has been declared in both hospitals. Dr Subhani at LRH said one unidentified body had been brought to the hospital.

TTP spokesperson Muhammad Khurasani claimed responsibility for the attack in an e-mail sent to journalists.

A search operation for hidden terrorists is underway, Bajwa said. Corps Commander Lieutenant General Hidayatur Rehman conducted aerial surveillance of the base from a helicopter.

Around 15 people were arrested during the search operation, police said.

The attack was carried out by a group of seven to 10 terrorists, the DG ISPR said earlier, while eyewitnesses claimed they saw around six to seven terrorists dressed in black militia uniforms wearing white shoes.

A military official at the base said, "All the terrorists were wearing explosives-laden jackets and were armed with hand-propelled grenades, mortars, AK-47 rifles."

Nearby residents said explosions and gunfire could still be heard more than three hours after the attack took place.

When the attack occurred, a heavy contingent of the QRF reached the spot. An exchange of fire between the militants and security forces took place. Khyber Pakhtunkhwa police have cordoned off the area.

The DG ISPR said terrorists had attacked the guard room at the camp early in the morning. The QRF reached the scene and surrounded the attackers, isolating them.

The terrorists had been engaged and confined to a small area around the guard room area of the camp.

Chief of Army Staff General Raheel Sharif has reached Peshawar. He will visit the Corps Headquarters and will meet with troops participating in the clearance operation. He is also expected to visit the wounded at CMH.

PM condemns attack

Prime Minister Nawaz Sharif strongly condemned the attack on the Badaber airforce camp.

Nawaz reiterated the nation's resolve to continue its mission of eliminating terrorism with zeal.

The premier said he is being kept updated on the ongoing operation against terrorists. He said the armed forces of the county have the full support of the entire nation, and that networks of terrorists would soon be eliminated from Pakistan.

Nisar meets PM

Interior Minister Chaudhry Nisar called on the premier at PM House. Nisar apprised the PM about the role of civil law enforcement agencies in the terrorist attack at Badaber airforce camp.

Matters relating to the law and order situation in country were also discussed during the meeting.

On Aug 16, 2012 militants armed with rocket-propelled grenades and automatic weapons had carried out a brazen attack under cover of darkness on the Minhas base of the PAF at Kamra, Dawn newspaper reported. The TTP had claimed responsibility for the assault on Kamra air base.

Peshawar suffered the worst terror attack in Pakistani history in December 2014 when TTP gunmen massacred more than 150 people, most of them children, at an army-run school.

But recently then there has been a lull in violence. The last deadly attack in the city came in February when three heavily armed Taliban militants stormed a Shia mosque, killing 21 people.

Military operation Zarb-i-Azb was launched against insurgent hideouts in North Waziristan on June 15 following a brazen militant attack on Karachi's international airport and the failure of peace talks between the government and TTP negotiators.

Officials say nearly 3,000 militants have been killed since the launch of the latest offensive.

The number of attacks in Pakistan has fallen around 70 per cent this year, due to a combination of a military offensive against Taliban bases along the Afghan border and government initiatives to tackle militancy.

At least 13 militants have been killed in an attack on a Pakistani air force base in Peshawar, officials say.

The gunmen attacked a guard post and then entered the Badaber air base, Major General Asim Bajwa said.

He said security forces had surrounded the area and a hunt was on for the remaining gunmen.

In an email to reporters, the Pakistani Taliban said they ordered the attack. Peshawar has frequently been targeted by militants.

Last December more than 150 students and teachers were killed when Taliban gunmen attacked an army-run school in the city.

Gen Bajwa said a rapid response force engaged the attackers and contained them around a guard room.

"Clearance operations" were in progress to secure the site, he added.

A military official, who did not want to be named, told Reuters the militants had "explosives-laden jackets and were armed with hand-propelled grenades, mortars, AK-47 rifles".

Reports say about 20 people, including 10 soldiers, have been injured in the exchange of fire.

SONIA, RAHUL ON STICKY WICKET AS FIR TO BE FILED IN HERALD LAND GRAB

The CBI and the Enforcement Directorate (ED) are expected to register cases in the controversial National Herald case involving Congress top brass Sonia Gandhi and Rahul Gandhi.

The CBI is expected to register an FIR into the grabbing of the prime land allotted by the Urban Development Ministry to National Herald newspaper. The ED too is expected to register a complaint under the PMLA for money laundering in taking over the properties of the newspaper by a private company floated by Sonia and Rahul.

The politically sensitive case got momentum after a trial court in Delhi summoned the Congress leaders in June 2014 on a petition filed by BJP leader Subramanian Swamy.

Citing the summoning order, the BJP leader had complained to the ED, Urban Development Ministry and the CBI for taking action against the Congress leadership for money laundering, forgery, breach of public trust and misuse of authority by the accused persons. 

After then ED Chief Rajan Katoch allegedly tried to close this case, he was replaced by Karnal Singh. Swamy had accused that being a close relative of Congress leader Digvijaya Sinhg, Katoch was protecting the Gandhi family members.

Senior ED officials told The Pioneer on Friday they had obtained legal sanction to register a case under PMLA, as the court had found prima facie evidence of money laundering of Rs 90 crore in the case.

The CBI is expected to register case under the provisions of Prevention of Corruption Act, misuse of public authority and encroaching Government property. Apart from Sonia and Rahul, other Congress leaders summoned by the court are Motilal Vora and Oscar Fernandez.

The associated journal is a public limited company formed in mid 30s under the leadership of first Prime Minister Jawaharlal Nehru to run National Herald newspaper. Several stalwarts associated with the company in which Nehru had only one share.  The Centre as well as several state governments had allotted land for the newspaper publishing company. The lands in New Delhi, Mumbai, Lucknow, Bhopal, Indore, Panchkula are still with the associated journal. They are worth more than Rs 5,000 crore. In 2008, the associated journal stopped publishing newspapers citing financial troubles.

In 2010, Sonia and Rahul floated a private company called Young Indian and took over the Associated Journal. Both have 76 per cent shares in the company and rest of the shares was allotted to Vora and Fernadez. Gandhi family’s trusted lieutenants Suman Dubey and Sam Pitroda are also Directors of this new company which took over the National Herald’s defunct company.

Parvati, wore conch shell bangles – s’an:khaka -- created by Sage Agastya Muni and Divine architect Vis’vakarma. S’an:kha is a Kubera’s treasure – one of the nine or nava-nidhi-s. According to Skanda-purana, the sacred conch-shell must be dazzling white in colour, like cow’s milk, and must have a long neck and broad body; it must be long in the front portion. When blown, it should emit a long, loud and sonorous sound like ‘om’. On the back of it, there must be a long central line. 10.092.02 Both (men and gods) have made Agni the speedy protector, the upholder of duty, the accomplisher of the sacrifice; they have recourse to him (who is) vast as the sun, the precursor of the dawn, the son of the brilliant (Va_yu). [Speedy protector: an~jas pa_m = an~jasa_ raks.akam = speedily protecting; or, perhaps, the drinker of the Soma (or butter)].

[Tanu_napa_t: Agni; tanu = a cow that has calved and yields milk, whence comes butter, and from butter fire-- Agni is thus the grandson of the cow; or, grandson of the waters, because from rain come the trees and trees supplying fuel propagate Agni].
10.110.03 Agni, who are the invoker (of the gods), and are to be solicited and praised, come, being propitiated, along with the Vasus; you, O mighty (Agni), are the invoker of the gods; do you, who are most entitled to worship, solicited by us, offer them adoration.
10.110.04 In the beginning of the day the sacred grass, pointing eastwards, is strewn with the prescribed (text) as a covering for the earth (of the altar); they spread it out far and wide as a pleasant (seat) for the gods and Aditi.
10.110.05 Expanding wide, let the doors give access as gracefully decorated wives give access to their husbands, divine doors, spacious and admitting all, be easy of entry for the gods.
10.110.06 May the adorable Day and Night, the givers of sound repose, having approached, sit down in the place (of sacrifice), two divine females, majestic and richly ornamented, bearing beauty of a bright form.
10.110.07 Divine ministers, prior (to those of earth), repeaters of pious praise, instituting the sacrifice at which men are to worship, (sit down) stimulating (the priests) at the sacrifices, makers (of praises), indicating the eastern fire with the prescribed (text). 10.110.08 May Bha_rati_ come quickly to our sacrifice, and Il.a_ thinking (of what she has to do), like a human being; may Sarasvati_ also-- the three gracious goddesses, sit down upon this pleasant sacred grass.
10.110.09 To the divine Tvas.t.a_, who decked the parental heaven and earth and all the worlds with living forms, to him, O priest, who are venerable and wise, being solicited byu us, offer oblation here today.
10.110.10 Offer of your own will in due season the food (and other) oblations of the gods besmearing it. Let Vanaspati, S'amita_, the divine Agni, sweeten the oblation with honey and butter. [Vanaspati_ = the deified yu_pa, or sacrificial post; or, the r.ca may be addressed to the priest; S'amita_: immolator of the victim. The post, the immolator and the fire are here deified as the chief instruments or agents of the sacrifice].
10.110.11 As soon as he was  born, Agni constructed a sacrifice, he was the preceder of the gods; may the gods partake of the oblation presented with the sva_ha_ through the voice of him the hota_ of the sacrifice at the eastern station.

10.002.02 Whether, Agni, you prefer the office of hota_ or pota_ among men, you are wise, the giver of wealth, the observer of truth, let us offer the oblations with the (sacred) sva_ha_, and may the most excellent and divine Agni present them to the gods.
10.002.03 May we pursue the path that leads to the gods to convey that (worship) which we may be able (to offer). May that wise Agni minister, for he verily is the ministrant priest, and let him prescribe the ceremonies and the seasons.
10.002.04 O gods, when we who are most ignorant neglect the offices addressed to you who are wise, may the wise Agni complete the whole by (appointing) those seasons by which he regulates the worship of the gods. [May the wise Agni: may Agni complete the whole, knowing at what seasons he should appoint the gods (to be worshipped); lit. = with what seasons he shoudl fix the gods].
10.002.05 Since men of feeble energies, with mind yet immature, are unacquainted with (the ritual of) the sacrifice, may Agni, the invoker (of the gods), the skilled in rites, well-knowing (what is to be done), the best offerer, offer worship according to the fit season to the gods. Rigveda 10.166: A tribute to Viśvákarma as the armourer-warrior par excellence

10.166.01 Make me, Indra, (renowned like) a bull among my equals, victor over my rivals, the slayer of my enemies, a sovereign, a lord of cattle. [Like a bull: r.s.abham, a play upon the r.s.i's name].
10.166.02 I am the destroyer of my enemies, like Indra, unharmed and unwounded; may all these my foes be cast down under my feet.
10.166.03 I bind you here, like the two extremities of the bow the bowstring; restrain them, lord of speech, that they may speak humbly to me.
10.166.04 I have come triumphant with power, equal to any exploit; I seize upon minds, your pious observances, your prowess in war.

10.081.01 The r.s.i, the hota_, our father who offering all these worlds has taken his seat; desiring wealth by pious benedictions, the first inventor has entered inferior (beinggs). [Offering all these worlds: i.e., destroying at the pral.aya, or dissolution of the world (Yajus. 17.17); asi_dat = had stopped, or has sat down in Agni. The 'wealth' desired by Vis'vakarma_ is heaven, which is to be obtained by hymns and the like. a_s'is.a_ = by the wish to become many; or, by the desire to create again and again; prathamacchad = assuming the principal form, or first investing, Agni with the worlds; Parames'vara is intended: a_tma_ va_ idam eka eva_gra a_si_t: Aitareya Bra_hman.a 2.4.1; Nirukta, 10.26: Vis'vakarman was at a sarvamedha, or universal sacrifice; he offered up all the worlds, and last of all offered up himself in sacrifice. The first line of the r.ca is a reference to the destuction of all things; the second line of the r.ca refers to their re-creation].
10.081.02 What was the station? What was the material? How was (it done)? So that the beholder of all, Vis'vakarman (was) generating and disclosed heaven by his might. [In the first r.ca, it is said that after the pral.aya, the creator made all things anew. In this r.ca, it is now asked: where was the scene of action, what were the materials, and how was thw work performed? In this world, a potter must have his shop, his clay, his wheel; so what does Is'vara have for site, matter and implements? The answer is negative. Is'vara does not need anything of this kjind. tatsr.s.t.va_ tadeva_nupra_vis'at: Taittiri_ya A_ran.yaka 8.6].
10.081.03 Having eyes everywhere, and having a face everywhere, having arms everywhere, and having feet everywhere, he traverses (heaven) with his arms, (earth) with his swift-moving (feet), and exists a god without companion generating heaven and earth. [Traverses: sam dhamati = he blows together, or inflates; a metaphor to denote the work of creation].
10.081.04 Which was the forest, which the tree, from which they fabricated heaven and earth? Inquire, sages, in your minds what (place) he was stationed in when holding the worlds. [They: i.e., the makers of the world, directed by Parames'vara].
10.081.05 Grant to your friends, Vis'vakarman, at the oblation, your best, your worst and your intermediate forms, and to these do you yourself, possessor of the oblation, becoming augmented in person (by oblations), offer worship. [Your best...forms: The best forms are the bodies of the gods, etc.; the intermediate forms are the bodies of men, etc.; the inferior forms are the bodies of worms, etc. Vis'vakarman, the creator is mixed up with Vis'vakarman, as Tvas.t.a_ or Agni. It means that man is incompetent to worship the creator, that is, in his forms, and it must be done by himself].
10.081.06 VIs'vakarman, magnified by the oblation, do you of yourself worship earth and heaven; let other men (who offer no oblations) be everywhere confounded; may he, rich in oblations, be the granter of heaven at this our (sacrifice). [Magnified by oblation: or, by me, Vis'vakarman, becoming an oblation. The local carpenters visit the cave frequently and worship Buddha as Viswakarma, the patron of their craft. The cave is entered through a gate, cut into the natural rock, into a courtyard open to the sky, with cells to the right and left arranged in two storeys. The cells around the courtyard have square-based pillars at the foot of which was a lion facing outwards...The huge chaitya arch in front of the chaityagriha has attained the form of a trefoil decoration, unlike the huge pointed horse-shoe arch of earlier chaityas. The arch has three portions, the central one decorated with an attic window at its centre, which also lightens the interior of the cave. Below the other two portions are sunken niches with an image of Avalokiteshwara on the south side and Manjushri on the north side. Visvakarma's five sons are Manu, Maya, Tvasta, Shilpi and Visvajna (Devagya). Today, these five groups are known as the Vishwakarma community, whose members claim to be direct descendants of Visvakarma and sons.

Visvakarma's eldest son was Manu, who married Kanchna, the daughter of sage Angira. The second son was Maya, who married Soumya, the daughter of Parasar rishi. The third son was Tvasta, who married sage Kaushik's daughter, Jayanti. The fourth son, Shilpi, was married Karuna, daughter of Sage Bhrigu. The youngest son, Devagya (Visvajna) married the Sage Gemini's daughter, Chandrika.

Each of the sons followed in the footsteps of their transcendental father, each becoming an illustrious craftsman in his own right. Manu was an ironsmith, Maya a woodcrafter, and Tvasta a metalsmith who worked with brass, copper and alloy. Silpi was a stone carver, and his name is associated with the craftsman's code, Shipla-sastra. Visvajna, the youngest son, became a great jeweler, working with gold and silver.

Subhas Chandra Bose mystifies. In the late 1930s, he mystified the Congress by taking on the dominance of Mahatma Gandhi. In January 1941, he mystified everybody by escaping from his house in Elgin Road which was under 24-hour police surveillance. Further mystification followed when he surfaced first in Kabul and then in Berlin. This was not the end of mystification since very soon in 1943-44 his voice was heard from Singapore over the radio in India: "This is Subhas speaking''. Heroism enveloped mystification. After August 1945, he was not seen again: his devoted admirers continue to believe that he went into hiding, voluntarily or otherwise; historians argue that the available evidence suggests that he died in a plane crash in Taipei. On Friday, another page was added to this narrative of mystification. A clutch of files - 64 in number - was released by Calcutta police. These had, for many years, remained secret and closed to researchers and the public. Chief minister Mamata Banerjee took the initiative to have these files declassified and made available in the archives. These files were described as the "Netaji Files". The expectation was that the documents in these files would help clear some of the mysteries surrounding Bengal's most revered political icon. It is difficult to see how these files have lived up to those expectations and why they were described as the "Netaji Files". A large bulk of these documents do not pertain to Subhas Bose at all. There are files containing the weekly surveys of the Intelligence Bureau. In one of the surveys (early 1946), there is the report of a letter that was intercepted: it was from Emilie Schenkl to Sarat Bose in which she declared herself to be the widow of Subhas and her state of shock on learning of his death. Otherwise, there are reports on prisoners who had belonged to the Indian National Army, including a report on the arrival of one Lakshmi Swaminathan. One looks in vain for something sensational here. There is nothing here that adds substantially to the existing knowledge of Subhas Bose, his career, his death/disappearance and his "after life". The mountain, as the Bengali proverb goes, after much heaving has produced a mouse. Thus there is another mystery. Why were these files kept a secret for so long and whose decision was it to keep them classified? Related to these questions is another one: why did Mamata Banerjee choose to have them declassified precisely at this conjuncture. Surely it cannot be her quest for truth. If that had been the case, she would have done so earlier and not at the fag end of her first term as chief minister. From one set of documents, it is obvious that as late as 1972 Sisir Bose, Subhas's nephew, the husband of former MP Krishna and the father of present MP Sugata, was having his mail intercepted by the IB. Why? Others provide answers. Subhas Bose only raises questions. Perhaps out of questions legends are made since legends "stars and sunbeams know". A preliminary reading has not thrown up any information that changes the course of the discourse on Netaji. However, some of the files have nuggets that portray intimate as well as unflattering pictures of Netaji. There is also a poignant call for help from an INA soldier. The following are based on the contents of some of the 64 files declassified today. Don't miss the gem on "funny-ha-ha". Letter from 'widow' One of the declassified Netaji files refers to a "secret interception (of) a very interesting letter from one Emilie Schenkl of Vienna". The letter was addressed to Sarat Chandra Bose (Subhas's brother), according to a typed sheet marked "secret" and titled "Calcutta police security control weekly survey". The sheet is dated May 4, 1946 - less than a year after the reported air crash in which Netaji was feared to have been killed. The police file spells Netaji's first name as "Subhash". "Emilie Schenkl claims to be the widow of Subhash Chandra Bose. She says that she worked as Subhash Bose's secretary in 1934 when he was in Germany writing his book, The Indian Struggle. Emilie Schenkl joined Subhash Bose in Berlin in April 1941 and remained with him until the autumn of 1942. Subhash Bose proposed to her, and they were married in January 1942," according to the police survey. "On November the 29th, 1942, a daughter was born, Emilie Schenkl having returned to Vienna from Berlin in September so as to avoid talk," the document adds. "The marriage was not registered and was performed according to the Hindu rites, on account of the German objection to the marriage of Germans with foreigners. Subhash Bose only saw the daughter once, when she was four weeks old and was about to pay another visit to Vienna in 1943, but his sudden departure prevented this. "Just before leaving, he wrote a letter addressed to Mr Sarat Chandra Bose and asked Emilie to have it photographed and send copies to Mr Sarat Chandra Bose in the event of anything happening to him (Subhash Chandra Bose). The letter is in Bengali and mentions the marriage and the birth of the daughter. "Emilie Schenkl says that she would send the photo-copies as soon as conditions are more normal." The police document says that Emilie "makes it clear that she is not asking for financial aid as she has means of her own, being employed as a clerk in the Trunk Office in Vienna and holds the position of interpreter in English and French". The police survey adds that "Emilie ends up by giving a description of daughter and mentions the shock she felt when she ... (word missing as the corner of the document appears to have been torn) Subhash Bose's death. Emilie Schenkl quite (only the last two letters - "ly" - of the word visible) believes that Subhash Bose is dead." The police document ends with a suggestion that the letter attributed to Emilie was authentic. "From the ... (only the last two letters - "ne"- are visible) and manner of writing of the letter, it be genuine," the document says. (Emilie passed away in 1996. Their daughter Anita Bose Pfaff, 72, is based in Germany.) 'Self-seeking' File No. 40 mentions a letter attributed to one Jagat Prasanna Gupta in 1940 detailing his version of why his aunt had to withdraw from elections to the Calcutta Municipal Corporation. Netaji was the mayor of the corporation from August 22, 1930, till April 15, 1931. In 1940, Netaji was an alderman of the corporation. The letter, intercepted by the district intelligence branch in Barisal (now in Bangladesh) on May 14, 1950, accuses "the people of Subhash Bose" of resorting to "all sorts of unfair means openly". Gupta's letter to one Debendra Nath Ghosh of Barisal was originally in Bengali and later translated by officials of the then British administration into English. During those days, the addressee of a letter often used to be referred to as "sricharankamaleshu'' at the very beginning of the communication. This Bengali word had been translated into English as "To Your Lotus Feet.'' Gupta's letter says: "My aunt withdrew the candidature on the day of election. The people of Subhash Bose were taking all sorts of unfair means openly. Complaints to the returning officer were of no avail and so we left the place in disgust. "Unfair means in the matter of elections, spoken of by Subhash Babu, before the public, are all his imports. We are eyewitness to this. "It is unfortunate for us that we speak so highly of such a self-seeking gentleman." The rest of the contents of the file suggest the police initially found it difficult to trace or identify Gupta's "aunt" who pulled out of the electoral race. Gupta's letter to Ghosh was intercepted by the district intelligence branch of Bakarganj in Barisal and a copy was sent to Bengal's deputy inspector general of police (intelligence branch), R. R. Chatterji. Chatterji sent a "secret'' report to Bakarganj district superintendent of police A E F Wood in this regard. In his report, Chatterji said: "Forwarding copy of an intercepted letter to Debendra Nath Ghosh. The writer Jagat Prasanna Gupta's Ballygunge address is 5 Dehi-Serampore Lane. The aunt of Jagat Prasanna Gupta may be identical with Dr Prabhabati Das Gupta, P.H.D. of 7, Anthony Bagan Lane, Calcutta.'' 'Clever' Lakshmi Lakshmi Sahgal, part of the Netaji-led Indian National Army, had returned to India in 1946. Then, Lakshmi's surname was Swaminathan as she was yet to get married to Prem Sahgal. The Dum Dum airport passport officer wrote to the deputy commissioner (special branch) on her arrival: "Lakshmi Swaminadhan (INA) arrived at Dum Dum.... A very clever, cultured woman. She was wearing the uniform of the INA... gave the INA salute and the usual JAI HIND.'' Radio on 'full blast' After the Second World War broke out in 1939, British police in Bengal were asked by the administration to keep tabs on German radio broadcasts and their content. The provocation was Netaji's reported negotiations with the Germany-led Axis powers against the Allied forces. A note from the home (political) department of the Bengal government sums up: "Please see suggestion of the Commissioner of Police for an immediate prohibition on broadcasting of all radio emissions of foreign origin and German broadcasts in Arabic or Indian vernaculars. People are turning their receiving sets at full blast when tuning into Axis broadcasts.'' Peculiar or ha-ha? Surta Singh, originally a resident of Ambala in Punjab, used to stay on Calcutta's Harish Mukherjee Road and was suspected by British police of having tried to establish links with the INA. In the early 1940s, the Intelligence Bureau of the Union home department was informed by its state counterpart: "We are keeping Surta Singh under observation with a view to getting information of his 'funny business' you mention. I take it, 'funny' here means 'funny-peculiar', not 'funny-ha-ha'.'' Sepoy No. 100 Some INA members returned to India from Singapore in 1946. A few hundred kept sending letters of grief that detailed their financial plight to the INA Relief Committee's Bengal unit secretary Amiya Nath Bose, son of Netaji's brother Sarat. One such letter from Bishnath Prosad, Sepoy No. 100, says: "I am in urgent need of money amounting to Rs 300 for taking back my field (cultivable plot) which has been pawned by my family members on account of poverty.
