The Mines and Minerals (Development and Regulation) Bill, 2011

This Bill seeks to amend the list of Atomic Minerals listed in the 1957 Act.

The NEW LIST proposed in the 2011 BILL seeks to exclude minerals like Ilmenite, Rutile leucoxine.

These ATOMIC minerals are also mixed with monazite in placer sands.

THE NEW LIST OF ATOMIC MINERALS IN 2011 BILL IS AN ATTEMPT AT AMENDING THE LIST OF ATOMIC MINERALS.

THIS NEW LIST OF ATOMIC MINERALS IN THE 2011 BILL PENDING IN PARLIAMENT SHOULD BE OPPOSED TO SAFEGUARD THE MINERAL WEALTH OF PLACER SANDS IN INDIA. The reason why these minerals were listed as ATOMIC MINERALS in 1957 ACT is that it is DIFFICULT TO SEPARATE OUT MONAZITE FROM THE PLACER SAND COMPLEXES. DAE WAS REQUIRED TO DO RADIOACTIVE TESTING IN EACH CONSIGNMENT OF PLACER SANDS TO ENSURE THAT NO MONAZITE IS MIXED WITH THE OTHER MINERALS. IT WILL BE DANGEROUS CONTRAVENTION OF NSG RULES IF CONSIGNMENTS ARE EXPORTED WHICH CONTAIN RADIOACTIVE MONAZITE MIXED WITH OTHER MINERALS.

A Bill to consolidate and amend the law relating to the scientific development and regulation of mines and minerals under the control of the Union. This Act may be called the Mines and Minerals (Development and Regulation) Act, 2011.
