Budget 2015 HAS to be different from all previous budgets since 1947 because NaMo achieved Swarajyam (congress-mukt Bharat) only in May 2014 and Budget 2015 is his first budget for Bharatam Janam.
I do not want to rush offering advice and guidance to the learned members of NaMo's team who will together prepare the Budget 2015.
One point I want to emphasise. This Budget 2015 will come without reference to any FIVE YEAR PLAN since NITI Ayog has replaced the Planning Commission and all 'plans' as guidance documents. Thus, Budget 2015 becomes the Annual Plan for the federation that is Bharat.
Budget is only a financial instrument, an announcement of intent to spend money and to collect money.
Sure, spend money for taking up the projects outlined and promised in the campaign which resulted in Swarajyam 2014.
How to collect money is the second part of the Budget 2015. Financial experts will argue on the profundity of impact on customs, excise, duties, on personal and indirect taxes and the way the ship of financial state will be steered to produce graphs showing GDP growth rates or percapita incomes or distribution of income within the samajam All these are old hat.
But the key hat is the kaalaadhan. NaMo should certainly have realized that kaalaadhan accumulated and stashed away in tax havens since 1947 (post-colonial Bharat) is much larger than the colonial loot. He has also promised Bharatam Janam that this kaalaadhan will be restituted.

Is NaMo listening? If he is, I offer a paise worth suggestion: nationalise kaalaadhan by declaring in Budget 2015 as the financial instrument that kaalaadhan is a crime, an act of treason. Ask all kaalaadhan holders to bring back the dhan back into the nation's financial system by April 14, 2015.
That will be such a thunderous declaration that present and future generations will bless NaMo as the Kautilya who has sent a firm, resolute, timely message from Bharatam Janam to all looters.
