Dysfunctional Rajya Sabha. The subversion of the Constitution by SoniaG regime
Every Constitutional body has been infected with chamchagiri. The major process of subversion of the institutions of governance started with the anointment of a Prime Minister who continued to non-perform for over a decade, was not elected by the people and was not a member of the Lok Sabha, answerable directly to the electorate.
Coal block ghotala of over Rs. 25 lakh crores was but an exemplar of the termites of corruption which had eaten into the steel frame of bureaucrats and policy-makers alike. The littany of scams cannot be easily forgotten even if public memory is proverbially short. The magnitude of the scams impacting every sector of activity in the nation is so vast that the loot of nation's wealth is greater than the pauperisation during the colonial regime (documented with rigour by Dadabhai Naorojee) and noted by the American historian, Will Durant.
The kaalaadhan accumulation has reached such proportions that the financial security of the nation has been compromised.
May 2014 was a watershed in the politics of Bharatam Janam. In one perspective, this month represented the true Swarajyam for the country though a complete Congress-mukt Bharatam was NOT achieved by NaMo who became Prime Minsiter by the expression of the sovereign popular will.
This Swarajyam has to be sustained and nurtured.
NaMo should seize the moment and issue an ordinance nationalising kaalaadhan and ask all tax haven to restitute the wealth of Bharatiya citizens into the financial institutions within Bharatam.
This one positive, decisive step will be a resounding message to the world that this present Swarajyam Governance means business and does not believe in ACTS but in ACTIONS. This step will be more resounding than Indira Gandhi's nationalisation of private banks or abolition of privy purses and will send an unequivocal messsage to the tax havens that illicit wealth stashed outside of the nation's financial system is a criminal offence, as noted by Justice Shah, Chairman of the Special Investigation Team on Black Money.
There are provisions in the Constitution to overcome intransigence on the part of anyone Constitutional body, not excluding the declaration of Financial Emergency to ensure that national security and national interests are paramount and will not be compromised for political grandstanding of the type witnessed recently in the Rajya Sabha 2014 Winter Session.
NaMo, just say enough and move on with governance, serving the people whose outrage will find expression on the streets if their hopes and aspirations are not fulfilled promptly, and if the promises made to Bharatam Janam are ignored with dilly-dallying tactics of political expediency.
We have miles to go, NaMo to restore a fair share of the world GDP for Bharatam, a share which existed in 1 CE (pace Angus Maddison). Get the nation there.

Country can't wait for reforms just because one House of Parliament does not help, says Jaitley |
New Delhi, Dec 24 (PTI) : The country cannot wait for key reforms to be put in place even if one House of Parliament “waits indefinitely”, finance minister Arun Jaitley said Wednesday. Jaitley, a key strategist of the Bharatiya Janata Party, suggested that the government could go to the extent of calling a joint session if the insurance Bill is again blocked in the Rajya Sabha in the next session. The ruling BJP currently does not have the numbers in Rajya Sabha. ”The (insurance) Ordinance demonstrates the firm commitment and determination of government to reforms. It also announces to the rest of the world, including investors, that this country can no longer wait even if one of the Houses waits indefinitely to take up its own agenda,” he said after a meeting of the Union Cabinet. The Cabinet cleared the ordinance to increase the limit on FDI or foreign direct investment from 26 to 49 per cent in the insurance sector, and re- promulgated the ordinance to allow resumption of coal block allocation. Both the measures could not be taken up in Rajya Sabha in the Winter Session, which concluded on Tuesday, as the Opposition parties kept disrupting proceedings over religious conversions and other issues. Jaitley also suggested that the government could go to the extent of convening a Joint Session of Parliament if the bill was stalled once again in the Budget Session. ”If Parliament is not allowed to function, the framers of the Constitution had then made provisions so that decision- making does not come to a halt,” he said. Without referring to joint session, Jaitley said, “There is still a mechanism” even if one of the Houses does not pass a measure. When again asked about the possibility of convening such a session, he said, “Why don't you read the Constitution? ... You seem to know the answer.” Replying to a question as to what was the urgency to bring an ordinance a day after the Winter Session concluded, Jaitley said, “There has been too much delay. That is why, there is urgency.” The Opposition has been alleging that the government wants to push for reforms in the insurance sector ahead of US President Barack Obama's visit to attend the Republic Day function here as the chief guest. Claiming that a “lot of good things” have happened since the Narendra Modi government assumed office in May, Jaitley said while BJP won two states in October, it has won the third in December and got its highest tally in another state (Jammu & Kashmir). ”The obstructionists (Opposition) could not open their account. The Janata Parivar also could not open their account,” he said, noting that BJP would increase its presence in the Upper House. On a lighter vein and using the business journalists' parlance, he said that “there is a creeping acquisition in the form of change of membership in the Upper House”, suggesting that BJP numbers in Rajya Sabha would go up with the victory in these states. |
