There are 676 districts जनपद in Bharatam.
They should constitute the focus for development and governance as janapada-s. जनपद Peoples' Republics.
The District Collectors should be the secretariat for the District Panchayat Presidents and report to each Panchayat Samiti within the District on the plans and status of implementation of plans for development and report on the state of governance in all aspects which concern the samajam समाजम्
Each Union Minister should adopt a select number of districts and gain the competence to speak in the languages spoken in the Districts assigned to the Minister.
Each Union Minister should give a monthly status report to the Prime Minister on the development plans and progress of implementation
The 676 districts together constitute the Panchayat Mahasabha of Bharata Rashtram.
The Mahasabha should meet once a month in the respective States of the Federal Republic of Bharatam and give a status report to the people of Bharatam on the plans and program implementation status.
This will be true and effective Panchayat Raj of Bharatam.
NaMo as the present Prime Minister can institute this change in governance style as the first step in implementing the promises made to the people of Bharatam during the election campaign.
Finance Commission should be directed to recommend direct deposits of funds into the Post Office Savings Accounts of each Panchayat from the Central Exchequer for implementing the plans in the Panchayat.
For plans which are pan-Panchayat, the funds should be deposited to be used under the control of the District Panchayat Presidents or Chief Ministers of States depending upon the nature of the project and financial control, financial propriety imperatives.
NaMo can with such initiatives for development and governance prove to the world that a nation of 1.3 billion people can be administered and their developmental aspirations fulfilled in record time. There is a target for the nation to reach: the fair share of World GDP that Bharatam had in 1 CE (pace Angus Maddison).
