On the issue of smart National Water Grid, the President's address to Joint Session of Parliament on June 9, 2014 outlines "prime minister's national irrigation programme":
11. Each drop of water is precious. My government is committed to giving high priority to water security. It will complete the long pending irrigation projects on priority and launch the ‘Pradhan Mantri Krishi Sinchayee Yojana’ with the motto of ‘Har Khet Ko Paani’. There is a need for seriously considering all options including linking of rivers, where feasible; for ensuring optimal use of our water resources to prevent the recurrence of floods and drought. By harnessing rain water through‘Jal Sanchay’ and ‘Jal Sinchan’, we will nurture water conservation and ground water recharge. Micro irrigation will be popularised to ensure ‘Per drop-More crop’.
Hon'ble Supreme Court (3 judge bench headed by the then CJI) judgement of Feb. 2012 provides a roadmap for implementing interlinking of rivers as part of National Water Grid.

An overview of the Grid is presented.
The successful setting up of the Grid can be accomplished in 3 years' time. The key impact will be the generation of an additional area of 9 crore acres of wet land with assured irrigation. This land should be distributed to 9 crore landless families. With the potential for 24X7, 365-day supply of irrigation to farms and potable drinking water to every home in 6.5 lakh villages, the food production can double with multiple-crops per year. The increased agricultural production can feed the world. The MNREGA scheme should be integrated with the setting up of the Grid to provide for employment to millions 365 days of the year.
Yes, a second blue revolution is possible using the water resources of the nation, the Brahmaputra flood waters in particular which can virtually double the water flows in all east-flowing rivers south of Vindhyas.
NaMo, you have made the promise. It is time to get the nation to work to put the Grid in place as a cooperative enterprise involving every local body of the nation.
