President's address to the Joint Session of Parliament on June 9, 2014 has two remarkable announcements:
Para 38. My government recognises the central role of Science and Technology in raising the quality of life. It will encourage and incentivise private sector investments, both domestic and foreign, in science and technology and in high-end research aimed at nurturing innovation. My government will build world class research centres in the field of thorium technology.
Para 31 The international civil nuclear agreements will be operationalized and nuclear power projects for civilian purposes will be developed.
Apprehend the culprits of the Great Thorium Robbery
There are disturbing reports of thorium reserves along the Seemandhra, Tamil Nadu and Kerala coastline being exported by looters. This depletion of the nation's reserves should be stemmed. Preserve and protect the nation's thorium containing atomic mineral reserves in Placer Sands of India's coastline
Thorium-containing atomic minerals were taken out of the Excluded list and converted into Open General Licence illegally by an AEC notification in January 2006 S.O.61(E) dated 18.1.2006,. This notification was intentionally issued while recognizing the need to amend the list of Atomic Minerals under the 1957 Act. The notification is thus in violation of the The Mines and Mineral(Regulation and Development) Act, 1957 which has a list of Atomic Minerals in Schedule 1. It is noteworthy that without amending the Act, the illegal notification was issued. This notification should be cancelled FORTHWITH.
The agreement with Japan (Private company toyota tsusho) for rare earths which require handing over monazite reserves from silos of Atomic Energy Commission should be reviewed to ensure that thorium content is adequately protected for the nation's energy programme.
All future nuclear reactors should be thorium-based
IAEA had spelt out clearly a process for converting existing nuclear reactors to be thorium-based. All future reactors to be obtained under the Civl Nuclear Agreeements should be reviewed to provide for thorium-based reactors using the nation's indigenously available thorium resources. IAEA document is at http://www-pub.iaea.org/mtcd/publications/pdf/te_1450_web.pdf This clearly spells out that most of the reactors can be converted to be thorium-based without any substantial changes in design.
