By using the transliteration 'veda' in some reports like the following, some important points of inference are missed out. The correct transliteration of the adjective used by Shinde is: vēḍa (vEDa).

It is a very expressive statement in Marathi, with many associations to expose deviant behaviour.

Now read on...

Sushilkumar Shinde calls Kejriwal a 'mad chief minister'

HT Correspondent, Hindustan Times  New Delhi, January 22, 2014

Union home minister Sushilkumar Shinde on Wednesday called Aam Aadmi Party (AAP) leader Arvind Kejriwal a ‘mad chief minister’, saying he had to cancel the leave of several policemen because of Kejriwal, TV channels reported.
Speaking at an event in Maharshtra, the home minister said, "When I was in Kherwadi (as a policeman), my leave was cancelled right after my wedding because there were riots. Now because of a 'veda mukhyamantri' (Marathi for 'mad chief minister') on dharna, I had to cancel the leaves of policemen".
Shinde’s statement is the latest in slanging match between Kejriwal and Shinde.
While announcing his stir earlier on Monday, Kejriwal had said, “Some say I am an anarchist, that I am spreading anarchy. I am willing to agree to that. So, I want to spread that anarchy to the home minister’s office. I have come to spread anarchy in the police commissioner's house too.”
The Delhi CM failed to secure his main demand during his protest that the city's police force be put under his government's control. Shinde ruled out transferring control of Delhi Police to the state government. “It is the national capital. That isn’t possible.”
Kejriwal also blamed Shinde for causing inconvenience to the people of Delhi. "Shinde has closed the metro stations. I had told Metro officials to run trains. They said they cannot do it as the Delhi Police have closed them." http://www.hindustantimes.com/india-news/home-minister-shinde-calls-delhi-cm-kejriwal-a-mad-chief-minister/article1-1175585.aspx

Shinde used the phrase vēḍa mukhyamantri, referring to Arvind Kejriwal. vēḍa is a Marathi word derived from Sanskrit विड viḍa. Here is what the word means in Marathi. The news reports are correct. a simple translation will be 'madcap, crackbrained, crazy' or to use the Americanese 'nutcase'. But there is a method in this madness of AK acting under instructions from Yogendra Yadav, the naxal.

The fine nuances of semantics of the expressive word may be seen from a Marathi phrase: वेडें भाग्य [ vēḍē mbhāgya ] n (Mad luck; Fortune turned crazy.) A term for the opulence or prosperity of a man utterly lacking learning or wisdom or desert.

This means AK is acting under instructions beyond Yogendra Yadav, from the power centres of SoniaG UPA.
