Delhi gangrape: Protesters brave water cannons, tear gas again

 

 

Hours after police evacuated demonstrators from Raisina Hills and Sonia Gandhi's residence, high drama was witnessed at India Gate on Sunday when agitators resisted police attempts to detain them for defying prohibitory orders to protest against the gangrape of a young girl.

The protesters assembled near the war memorial from 9 am when they were asked to vacate the location by the police which said the area was under Section 144 of CrPC which bans the assembly of four or more persons.

Police used water cannons and fired tear gas shells as protesters returned to India Gate on Sunday afternoon. Around 20 buses carrying Baba Ramdev's supporters were stopped as they were heading towards India Gate.

As the protesters remained defiant, police forcibly removed them from the spot.

Some of the protesters tried to get out of the police van but were pushed back into the vehicle. Later, the protesters also punctured the tyres of the bus which was carrying them while a group of girls lay down infront of it.

Women protesters alleged that they were manhandled by male police personnel though women police were present at the spot.

"We are here to protest a heinous crime. We have the right to protest," said Pushpa, a Nepali national, who is pursuing studies here.

Earlier in the morning, the police evacuated a number of protesters from area of Raisina Hills, where Rashtrapati Bhavan and key government offices are located, and outside Congress chief Sonia Gandhi's 10, Janpath residence where they had stayed put since last night to protest against the gangrape of the 23-year-old girl on Sunday last.

The protesters, most of them students, who spent a chilly night in the open after they fought pitched battles with the police throughout the day on Saturday at Raisina Hills, were taken into a bus in an early morning operation. Outside Gandhi's residence also, protesters were taken into custody.

A large number of police men were deployed and Raisina Hills and Rajpath were barricaded. Eight Metro stations near India Gate and Raisina Hills were closed as part of police preparations to contain the agitation.

The police clamped prohibitory orders in New Delhi district and asked protesters to stage demonstrations either at Jantar Mantar or Ramlila Maidan.

A Delhi Police statement said, "Protestors may go to Ramlila Maidan or Jantar Mantar. Traffic has been diverted from Vijay Chowk and Rajpath."
 
It said prohibitory orders under section 144 of CrPC have been issued in New Delhi area except Jantar Mantar.

Anticipating more protests on the gangrape issue, eight Delhi Metro stations near Raisina Hill and India Gate were also closed for public.

Last night, it was decided to close four stations -- Patel Chowk, Central Secretariat, Udyog Bhawan and Race Course -- but to Sunday morning it was extended to four more--Barakhamba Road, Mandi House, Khan Market and Pragati Maidan.

Though the commuters were less in the morning it being Sunday, the few who chose to take the Metro to reach these destinations were put to hardship as they unaware of the announcement made late last night by DMRC.

Delhi Metro's decision came on the directions of the Delhi Police. The stations will remain closed till further orders.

"The stations will remain closed till DMRC gets further orders from the Delhi Police. All the four stations are close to India Gate. However, interchange will be allowed at Central Secretariat station," DMRC officials said.

The police move came a day after thousands of youths clashed with the police at Raisina Hills protesting against the gang-rape and demanding speedy punishment to the accused.

Anticipating more protests on the gang-rape of a young girl, seven Delhi Metro stations near Raisina Hill and India Gate were on Sunday closed for public.

On Saturday night it was decided to close four stations —— Patel Chowk, Central Secretariat, Udyog Bhawan and Race Course —— but this morning it was extended to three more —— Barakhamba, Mandi House and Khan Market.

    Sir, Watching the TV images on 22 Dec - of young college students and 
    their anger at the establishment, sitting in Chennai, I was shouting for
    someone in authority to go across to the apolitical gathering on 
    Rajpath/Vijay Chowk, and speak to these students. It would have acted as
    an instant 'pain relief balm'. But then I forgot - we are a Nation 
    ruled by 'LILLIPUTANS'. None of them had the courage to go in person and
    mollify the angry students. And then, adding insult to injury, was the 
    anemic statement of the Home Minister at NIGHT. No sir !! Its an insult 
    to call us as an 'representative democracy'. The rulers are too far 
    removed from the people. And let the rulers learn a lesson from History.
    Woebetide them when 'students get angry'. Heard about the Gujarat Nav 
    Nirvan Sangharsh Smiti ? What happened thereafter ? Students in the U.S. 
    stopped the Viet Nam war. France - students and Charles De Gaulle !! And, the police firing tear gas and lathi charging 'law abiding' citizens, was 21st centur's re-enactment of 'Jalianwala Bagh'. The

    This bull shit govt has been good at stopping people from protesting all the time. Let it be agitation against black money, corruption, rape. They stopped the agitation for corruption by Anna was stopped stating that they will bring strong laws but it has not happened till date. They are again doing the same. They will again promise and not do anything. I heard yesterday in a press conference, Shinde and Tiwari saying that they will amend laws for rarest of the rae cases of rape. I want to ask them if there are rapes that are different from others. Rape is a rape and a murder is a murder you *** ****.

    Hope the protests succeed and also hope the girl makes it out of the hospital. It also looks as if the govt is trying to buy time by issuing misleading reports from Safdurjung.
    More police violence would mean one more nail in UPA's coffin.

      It is a democracy that still carries the baggage of colonial rule. So the theoretical representatives consider themselves rulers [never leaders - the word 'leader' is used with such derogatory connotations when someone protests or objects] and utilizes the same instruments that the colonial rulers did.

      If they had any sense, they'd severely restrict the use of these measures to genuine administrative crises. Since they don't, they use them against their own people asking uncomfortable questions.

    UPA is warned indeed! The anger is on this government for their inability to act, justify corruption and use force! Time and again! there is no accountability, 'sab chalta hai, public bhool jayegi' attitute of this sarkar.. thats the big problem! everything is corrupt.. law n order is only for nobody's like us...Of course the convicts would be hanged (atleast, hope they get a punishment worse than death), but the people of this country arn't forgetting what this government has done.     Yes, Govt has so far muted response to all these protests, as if they are simply not willing to move fast. It is good that opposition politicians have not joined, else Govt would have diverted all attention to opportunism tactics of opposition. Let this protest be only by public. Indian govt and even state govts, must realize that people are now raising their voices against poor law and order situations. People should also express their displeasure against growing inflation and corruption. Indian Govt in consultation with opposition and state governments, must call for immediate discussions around law and order related laws.

    How can we trust the Home Minister who believes that the Public Memory is very short and people will foreget all these very soon. So first they appeal for calmness and then expect that the people will forget this very soon, so they can rule for another 65 years

    UPA Govt. wages war against its own people and they are using brutal police force and not ready to hear the voice of people who are demanding to set up fast track courts of all cases pending throughout India against atrocities on women. People also demand action against criminals in Police who deliberately denied to do their duties and add salt into injuries. We expected that Indian President and Indian Prime Minister address the nation and the protestants and assure to make ordinances immediately in this regard, but instead they are using their brutal force against their own innocent people and proving the world that OUR PM AND PRESIDENT AND POLITICAL LEADERS ARE COWARDS and without the state security, for which the money comes from citizen, they cannot come out and address the people. We are ashamed that we have elected such coward leaders and we demand boycott of these Politicians. Even we would think socially boycott these politicians and to start with plans to boycott the national leaders, Ministers and MPs. Family members of these leaders and representatives should also come out openly and demand concrete action to be taken in a time frame manner. Instead of taking action against protesters, we demand true citizen who loves mothers, sisters and daughters and moreover, Indian Citizen, come out openly and join the protest and force the Govt. to take concrete actions. We demand action against police force who are using brutal force against peaceful demonstrations. The declaration of 144 for the entire Delhi is illegal and unconstitutional and police is doing atrocities and unconstitutional methods and waging war against its own citizen which is strictly condemn able and action to be taken against these police officers who have orders this type of henious crimes against its own citizen.

    Police can't stop all raps but at least file the cases properly. It has to make sure that someone is also always available on helpline and must reach within 10 min of call. The doctors who do medical check up of victim or postmortem must be given same punishment as criminal if they change the medical report. The judges who delays the proceedings and the witnesses who turn hostile also must be put behind bars. You need to create examples to stop all these corrupt practices. Otherwise india will become country of mob violence and anarchy. In this case all the 6 rapists must be hanged within one week.

      In Mumbai if you call the police helpline, they will give you number of the local helpline, if you call the local helpline the guy does not even know the locality well coz sometimes the men manning the call center are from interiors of Maharashtra newly posted there

    It's not about stopping all rapes, it's about minimizing opportunity for rapists. This requires various approaches, from making sure streets are well lit, to encouraging some form of a nightlife by allowing shops to remain open at all hours like in parts of Bombay(you'll feel much safer when there lots of people around as opposed to dark empty streets) , and most importantly - changing the attitude of cops towards women and making sure rapists have speedy and severe convictions.

    1.36pm: “They need to be collectively addressed by the people who have the solutions… the chief minister, police commissioner and the lieutenant governor. They should take personal accountability and assure that justice will be done,” former police officer Kiran Bedi told CNN-IBN.

    “They need to be heard. Women insecurity is a national problem and needs a plan to be tackled,” she said.

    “Solutions is the call of the time, not suggestions,” Bedi said.

    1.22pm The administration finally bowed down to public pressure and lifted Section 144 at India Gate, thus allowing protesters to peacefully assemble. However, protesters were confronted by water cannons and baton charge in front of the Rail Bhavan as they tried to break the police barricade.

    12.36pm: AAP’s Arvind Kejriwal, Manish Sisodia along with protesters reach India Gate. Small scuffles reported at India Gate between police and protesters.

    12.17pm: “We are here as individuals. We do not know each other,” one of the young women who met Congress president Sonia Gandhi told reporters outside 10 Janpath. “She assured us of stringent laws to tackle crime against women and quick implementation if the new steps.”

    The motley group demanded strict punishment for the perpetrators while unwilling to reveal their names to the media.

    “We have assured them that the government will approach the court to
    fast-track the case and consider it as a rarest of rare incidents,” Minister of State in the Ministry of Home Affairs Ratanjit Pratap Narain Singh told reporters.

    “The student group wants a time-bound closure of the case and strict punishment for the culprits,” Singh said.

    “The group discussed about security of women in New Delhi and also gave 12-13 suggestions. Their demand was that stringent punishment should not be limited to be rape alone and the victim should not be forced to give proof of rape. They want the onus on the accused,” he said.

    However, the group appeared divided on capital punishment to rapists.

    12.01pm: The rape victim admitted at Delhi’s Safdarjung Hospital has reportedly developed respiratory problems and has been put back on ventilator. Her health has deteriorated although she took a few steps on Saturday and started taking liquid food.

    11.56am: Even as the Delhi Police struggled to get the media spotlight out of India Gate, the retirement of Sachin Tendulkar from ODIs could come as some respite.

    11.28am: A meeting between representatives of protesters and Congress president Sonia Gandhi is on at 10 Janpath to decide on steps to secure women citizens of the country, particularly in New Delhi. Congress general secretary Rahul Gandhi is also present besides Minister of State in the Ministry of Home Affairs Ratanjit Pratap Narain Singh.

    10.49am: Protesters allege that police personnel in plain clothes misbehaved with young women students while removing them from India Gate. The police has so far not been successful in clearing off India Gate. A cat-and-mouse game is going on with the students continuously regrouping.

    10.17am: Windscreens of the bus smashed. Police bringing in gypsies for easy manoeuvring. Paramilitary forces deployed. No tear gas shelling, baton charge and water cannons used so far.

    10.16am: A protester reportedly deflates a tyre of the bus to prevent it from moving.

    10.12am: ‘We want justice, we want justice’ reign the air at India Gate.

    10.10am: Dramatic visuals at India Gate. Young people blocking the bus from moving out of India Gate. They are either lying under the bus or climbing out of the vehicle. Complete chaos at India Gate.

    10.02am: Police trying to forcibly remove protesters from India Gate. The police is taking away the protesters to other locations from India Gate. Times Now reported that Aam Aadmi Party chief Arvind Kejriwal is expected to land at India Gate with party workers.

    9.32am: An advisory has been issued by the Delhi Metro that besides Patel Chowk, Central Secretariat, Udyog Bhawan and Race Course, another three stations will remain close today. This includes the perennially busy Rajiv Chowk station.

    9.30am: A temporary jail has been set up at Bawana in New Delhi, IBN7 reports quoting police sources.

    9.27am Prohibitory orders not in place at Jantar Mantar, reports IBN7.

    9.22am: Protesters removed from India Gate and Vijay Chowk. Traffic diverted from India Gate and Vijay Chowk.

    9.13am: Heavy police presence at Vijay Chowk and India Gate.

    9.05am: Cyclists pedal from Gurgaon to India Gate expressing solidarity with the victim and demand stringent laws against crime against women.

    “We want to be safe outside home be it day or night,” a cyclist told CNN-IBN.

    “I am ashamed as a human being. I wonder what their mothers think about those boys who did this crime. Boys should be educated in the school itself,” a senior citizen, who cycled all the way from Gurgaon in 6 degree Celsius, told CNN-IBN.

    Be it the Raisina Hills or 10 Janpath, India’s power corridor got a taste of people’s power on Saturday with thousands of citizens, young and old, coming out voluntarily to protest the gang rape of a 23-year-old paramedical student in a moving bus.

    The rage of the common citizens forced Union Home Minister Sushil Kumar Shinde to issue a statement on the stringent measures to curb crime against women and even compelled Congress president Sonia Gandhi to meet protesters outside her residence.

    Towards the evening, the protest turned violent with clashes reported between police and protesters. Finally, the police resorted to baton charge, water cannon and lobbying of tear gas shells to evacuate Vijay Chowk in the national capital.

    Today, being Sunday more protesters are likely to assemble at public places. As per the weather update, it is foggy in New Delhi and the veil is likely to lift off by noon. However, the cops are taking no chances and all roads leading to Rashtrapati Bhavan are closed. Section 144 of the Indian Penal Code has been invoked to prevent any unlawful assembly in New Delhi district. People attempting to violate the prohibitory orders will be taken to detention centres, the police said.

    Four Delhi Metro stations—Patel Chowk, Central Secretariat, Udyog Bhawan and Race Course—are also closed as a preventive measure. The police has advised the protesters to assemble at the Ramlila Ground for any protest.
